NOTICE TO CONTRACTORS

Sealed bids will be received by Adams County at the office of the Board of County Commissioners located in the courthouse at 210 W. Broadway, Ritzville, Washington 99169, until 10:00 a.m., Tuesday, May 29, 2007 and will be opened and publicly read on May 29, 2007 at 10:00 a.m. for the following construction improvements:

McManamon Road Project #1 (CRP-149), Group #1, MP 2.12 to MP 3.94, May Road (Grant County H-SE) to Crab Creek Bridge, by the reconstruction of the roadway by grading, draining, replacement of culverts, gravel base, HMA & BST wearing surfacing and other work,

McManamon Road (Grant County 12SE road) Project #2 (CRP-154), Group #2, MP 0.00 to MP 2.12, Byers Road to May Road (Grant County H-SE), by the reconstruction of the roadway by grading, draining, replacement of culverts, gravel base, HMA wearing surfacing and other work,

All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier's check or surety bond in amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the County of Adams. All checks and bonds shall be made payable to the Adams County Treasurer.

The Board of Adams County Commissioners reserves the right to reject any or all bids, to waive informalities or irregularities in the bids or in the bidding, if the best interest of Adams County will be served, or to accept the bid, which in their opinion best serves the interest of Adams County.

Maps, plans, specifications, and proposals may be obtained from the office of the Department of Public Works, 210 W. Alder, Ritzville, Washington, 99169; phone (509) 659-3276.

Informational copies of maps, plans and specifications are on file for inspection in the office of the Adams County Engineer in Ritzville, Washington, and the chapter office of the Associated General Contractors of America in Spokane, Washington.

The Recipient, in accordance with Title VI of the Civil Rights Act of 1964, 79 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 23 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.

TAKE NOTICE:

That Yahoo! and Fancher Land Investment, LLC of Moses Lake, Washington has made application for change/transfer of water right in order to change the point of withdrawal (POW), change/transfer a portion of the place of use (POU) and change a portion of the purpose of use as granted under Ground Water Certificate No. 399-A together with change authorization dated November 4, 2004.

That said change authorizes the withdrawal of 800 gallons per minute, 320 acre-feet per year, for the irrigation of 80 acres.

CITY OF QUINCY

REQUEST FOR QUALIFICATIONS AND

PROPOSAL FOR

HEARING EXAMINER SERVICES

The Quincy City Council is seeking qualifications and proposals for the services of a Land Use Hearing Examiner to begin August 6 2007. The Hearing Examiner is an independent contractor and not an employee of the City.

SCOPE: The City of Quincy recently created a hearing examiner system to conduct open record hearings and hear appeals in land use and regulatory matters, as follows:

1. Preliminary approvals, vacations and alterations of subdivisions and Planned Developments;

2. Variances and conditional use permits;

3. Appeals of civil fines or civil regulatory orders;

4. Appeals of decisions on administrative land use determinations;

The Hearing Examiner also makes an annual report to the City to review the administration of hearing examiner policies and other observations and recommendations pertaining to land use policies and legislation, and to provide an annual summary of the hearing examiner's decisions.

The City's Staff will provide all administrative support for the administration of the Hearing Examiner System.

QUALIFICATIONS: Applicants shall be familiar with Washington land use law and land use hearing processess, and shall have expertise and experience in planning, and knowledge or experience in at least one of the following areas: environmental sciences, law, architecture, economics or engineering. Familiarity with the City's land use regulations and processes, economy and geography is beneficial.

PROPOSAL: Applicants shall submit a Statement of Qualifications and Proposal demonstrating their qualifications, and indicating the general conditions of a contract with the City, if he applicant is chosen, including all costs that would be incurred by the City for the provision of the Hearing Examiner services.

SUBMITTAL REQUIREMENTS: The Statement of Qualifications and Proposal shall be signed and dated by the Applicant, and shall be accompanied by:

1. A list of professional references who can attest to the applicant's abilities;

2. Three writing samples, consisting of decisions written by the applicant. If the applicant has no experience as a hearing examiner or administrative law judge, concise opinion memos or staff reports may be substituted for the administrative decisions.

3. If the Applicant has experience as a hearing examiner, proposed rules to be adopted for the administration of the Hearing Examiner System.

Notice is hereby given that a Conditional Use Permit and SEPA was received on March 26, 2007 from Jones Logging & Construction, L.L.C., 17 Jones Rd., Okanogan, WA 98840, 509-422-3147; and was found to be technically complete and preliminarily appears to be consistent with the Unified Development Code and other applicable State and local requirements as of May 16, 2007. Request for Proposals

The East Columbia Basin Irrigation District is requesting proposals from vendors to supply financial suite software. The software should utilize a client/server configuration, able to be deployed on a Progress database engine and should include the following: GL, AP, ACH payment capability, Bank Reconciliation, Payroll, with remote time card entry capability, Human Resources, Budgeting, Financial Reporting that is GASB 34 compliant, Project/Grant management, Fixed Assets, electronic document attachment and cataloging capability and electronic report archival capability. The software should also be modifiable to allow for possible future replacement of the District's Irrigation Accounting System software. The proposals shall be evaluated on the ability to meet the District's needs and price. The District reserves the right to reject any and all proposals and request new proposals.

Submissions will be received at the main office of the East Columbia Basin Irrigation District, P.O. Box E, 55 N. 8th Ave., Othello, WA 99344 until 5:00 p.m. on May 30, 2007.
