Law inspired by two murdered children

OLYMPIA — Governor Christine Gregoire signed two bills into law Friday inspired by the mistreatment and deaths of two children.

"No child should suffer the way Raphael and Sirita suffered during their short lives," Rep. Bill Hinkle, R-Cle Elum, said. "I believe we have a responsibility to create the safest, most secure environment for all children. I think we've made good strides today."

The laws require extra accountability to the state Department of Social and Health Services (DSHS). Background checks on caregivers are required and it ensures neglected youth are not placed in dangerous homes. The law encourages a stronger relationship between law enforcement and social workers.

Raphael "Raffy" Gomez died of blunt force trauma to the head while in the care of his mother Maribel Gomez when he was two years old. The mother was sentenced to more than 26 years in prison for killing Raffy by abuse.

Sirita Sotelo died of blunt force trauma to the head and midsection at age four. She was in the care of her father and stepmother.

"Sadly, there are situations in which children must be removed from their homes and placed into foster care," Hinkle said. "It is important this transition is justified and secure for children. And if children are returning to their parents, we must make sure they are returning to a safe environment."
