NOTICE TO CONTRACTORS

SAND DUNES LAB ADDITION 2007

Sealed bids will be received at City Hall, 321 South Balsam, (P.O. Box 1579), Moses Lake, Washington 98837 until April 3, 2007, 2:00 p.m., for the above-named improvement. Said bids will be opened and publicly read at that time. All bids shall be received before said opening time in sealed envelopes with "SAND DUNES LAB ADDITION 2007" marked plainly thereon.

All bids shall be accompanied by a deposit in the form of a postal money order, cashier's check, or surety bond in an amount equal to 5 percent of the bid. Should the successful bidder fail to enter into a contract and/or to furnish a satisfactory contract bond within the time stated in the specifications, the deposit shall be forfeited to the City.

Copies of plans and specifications are on file at various construction councils and at City Hall and may be obtained for a non-refundable fee of $53.95 at the above address. Only bids from those who have purchased plans and specifications will be accepted per the special provisions.

PROJECT DESCRIPTION

This project shall consist of constructing an addition to the existing laboratory and making improvements to the electrical, plumbing and HVAC systems at the Sand Dunes Wastewater Treatment Facility.

Estimated Project Cost: $210,000.000

The City Council reserves the right to reject any or all bids if such action is in the best interest of the City.

NOTICE IS HEREBY GIVEN that a public hearing will be held before the MOSES LAKE CITY COUNCIL, at the Police/Council Facility located at 401 S. Balsam at 7:00 p.m. on March 27, 2007 to consider the following:

1. The zoning of property located west of Fairway Drive and south of I-90 from Agriculture to R-1, Single Family Residential, and C-2, General Commercial and Business.

NOTICE OF MITIGATED

DETERMINATION OF

NON-SIGNIFICANCE

NOTICE IS HEREBY GIVEN that the City of Moses Lake issued a Mitigated Determination of Non-Significance (MDNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project:

Autozone-Demolish an existing building and construct a 7,400 square foot auto parts store. The site is located at 632 S. Pioneer, in the C-2, General Commercial Zone.

After review of the completed environmental checklist and other information on file with the City of Moses Lake, the SEPA Responsible Official has determined this proposal will not have a probable adverse impact on the environment if the stipulated mitigation is provided. Pursuant to WAC 197-11-340(2) the lead agency will not act on this proposal for 14 days from the date of determination. Comments on the MDNS must be submitted by March 28, 2007 to the Responsible Official.
