All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier's check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. No conditional bid bond will be accepted. Should the successful bidder fail to enter into such contract and furnish a satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to Grant County.

Western Polymer has applied for a State Waste Discharge permit modification in accordance with the provisions of Chapter 90.48 Revised Code of Washington (RCW) and Chapter 173-216 Washington Administrative Code (WAC).

Western Polymer Corporation presently owns or operates a process wastewater treatment facility which is designed to handle an average and maximum daily flow of 97,000 and 132,500 gallons per day, respectively. Following pretreatment, the wastewater is land applied onto 330 acres during the growing season and stored during the nongrowing season in a lined impoundment.

Western Polymer has requested that the discharge permit be modified to reduce the permitted flows from the processing facility to an average and maximum daily flow of 30,000 and 50,000 gallons per day.

The Department of Ecology is proposing to modify the permit and is hereby issuing public notice of its intent. Interested persons are invited to submit their name, address, and comments regarding this permit to:
