Horizon Credit Union has applied for a Site Plan Review on June 21, 2007. The application was determined to be complete and ready for review on June 25, 2007. The proposal is to construct a 6,000 square foot building for a financial institution, in the (C-2) General Commercial zone. The site is located at 1704 S. Clover Drive; on property described as Parcel A, in Lot 1, Block 1 of the Pioneer Commercial Park Short Plat. The project has been determined to be consistent with the City's Comprehensive Plan and the following Development Regulations are applicable to the project: Moses Lake Municipal Code 18.35.

The Planning Commission will conduct a Public Hearing on July 26, 2007, at 7:00 p.m. in the City Council Chambers located at 401 S. Balsam Street. All interested persons are encouraged to attend and provide comment. Written comments on this proposal, from the public, will be accepted until 5:00 p.m. on July 26, 2007. The Housing Authority of Grant County is requesting bids for labor and materials to develop an area for a Recycle Center located in Soap Lake, WA.

Bid packages are available at 1139 Larson Blvd., Moses Lake, WA, or by calling Tami Torrey at (509) 762-5541. Bidders may bid on any single item or all items in the scope of work. Bids must be submitted on the bid form no later than 2:00 p.m., July 13, 2007.

All bids over $25,000 must be accompanied by a bid guarantee in the form of a bid bond or certified cashier's check made payable to Housing Authority of Grant County in the amount of five percent (5%) of the total bid amount. Cost of bonds must be included in the bid price.

This project is funded by the Department of Housing and Urban Development. All related regulations and requirements will apply. Contractors must meet all HUD qualifications for contracting and pay all employees established Davis Bacon wages as determined by HUD.

The Housing Authority has the right to reject any or all bids and to waive any minor irregularities in the bids. The Petitioners CLAYTON R. SNYDER and DOROTHY C. SNYDER filed a Petition for Addition of Land to Moses Lake Irrigation and Rehabilitation District pursuant to RCW 87.03.560, dated June 12, 2007.

The Petitioners seek to add certain property owned by the Petitioner to the existing boundary for the Moses Lake Irrigation and Rehabilitation District ("District"). Petitioner's property to be included in the District boundary is described as follows:

Parcel #161353000; The West half of Section 27, Township 20 North, Range 27 E.W.M., Grant County Washington. See attached EXHIBIT A.

All persons interested in matters related to the Petition, or that may be affected by such change of the boundaries of the district, shall appear at the offices of the Moses Lake Irrigation and Rehabilitation District, 932 E. Notice for Publication

Guardian Industries, located at 2300 Harmon Road, Auburn Hills, Michigan 48326, is seeking coverage under the Washington Department of Ecology's NPDES General Permit for Stormwater Discharges Associated with Construction Activities.

The proposed development, known as the Guardian Wool Fiberglass Insulation Facility, is located on a 159-acre site at the southeast corner of N Rd NE and 4 Rd NE immediately east of Moses Lake, Washington. Approximately 15 acres will be disturbed for construction of a manufacturing facility and warehouse. The project will require grading for the development of the facilities and associated loading areas. The complete project will have a driveway, parking lot, rail spur, offices and three buildings.

Stormwater will be discharged into a detention pit during the construction prior to discharging through surface drainage to Bureau of Reclamation Waterways located to the north of the property. Moses Lake is the nearest receiving waterbody. There are wetlands but no streams on the site.

Any persons desiring to present their views to the Department of Ecology concerning this application may notify Ecology in writing within 30 days from the last date of publication of this notice. Comments may be submitted to:
