Removal of Site from Hazardous Sites List

The Washington Department of Ecology invites you to comment on the proposed removal of the Moses Lake City Maintenance Facility from the Hazardous Sites List. The Hazardous Sites List contains names of contaminated sites that are ranked on a scale of one to five. One represents the greatest potential threat to human health and the environment; five represents the least potential threat. The site ranked a two because of the level of petroleum contamination in soil and groundwater.

The Site is located at 835 East Penn Street in Moses Lake, Grant County, Washington. The property was used for storage, fueling and maintenance of city vehicles. Contamination at the site was a result of leaks in underground storage tanks that held fuel. Contamination also came from the handling and storage of petroleum products. Ecology placed the facility on the Hazardous Sites List because levels of petroleum and lead in soil exceeded state standards. Petroleum also exceeded state standards in groundwater.

Contractors removed nearly 13,500 tons of petroleum-contaminated soil from the site. Work also was completed to address petroleum in groundwater. Sites may be removed from the Hazardous Sites List after cleanup work is completed and meets Ecology's criteria. Ecology proposes to remove this site based upon the following information:

? Review of cleanup reports submitted to Ecology.

? Supporting documentation.

? State standards for cleanup of groundwater and soil have been sufficiently achieved at the site.

SITIO DE MANTENIMIENTO DE LA CIUDAD DE MOSES LAKE

Remocion del Sitio de la Lista de Sitios Peligrosos

Se aceptaran comentarios publicos del 26 de junio hasta el 26 de julio, 2007.

El Departamento de Ecolog'a del Estado de Washington (Ecolog'a) les invita a hacer comentarios sobre la propuesta remocion del Sitio de Mantenimiento de la Ciudad de Moses Lake de la Lista de Sitios Peligrosos. La Lista de Sitios Peligrosos contiene los nombres de sitios contaminados que estan clasificados segun una escala de uno a cinco. La clasificacion del numero uno representa los sitios que tienen el mayor grado de amenaza potencial a la salud humana y el medio ambiente. La clasificacion del numero cinco representa los sitios que tienen la menor amenaza potencial. El sitio fue clasificado del numero dos debido al nivel de contaminacion presente en el suelo y el agua subterranea.

El sitio esta ubicado en 835 East Penn Street en la Ciudad de Moses Lake, Condado de Grant, Washington. La propiedad fue utilizado para almacenar, mantener y proporcionar combustible a los veh'culos que son propiedad de la cuidad. La contaminacion del sitio resulto de derrames relacionados con los tanques subterraneos de almacenaje que conten'an combustible. Tambien, la contaminacion resulto del manejo y almacenaje de productos petroleros. Ecolog'a a-adio el sitio a la Lista de Sitios Peligrosos debido a los niveles altos de petroleo y plomo en el suelo que sobrepasaron las normas estatales. Tambien el petroleo libre en el agua subterranea sobrepasa las normas estatales.

Los contratistas removieron del sitio casi 13,500 toneladas de suelo contaminado con petroleo. Tambien se han hecho trabajos para remover el petroleo libre en el agua subterranea. Se puede remover sitios de la Lista de Sitios Peligrosos despues de terminar los trabajos de limpieza y que tales sitios cumplen con los criterios de Ecolog'a. Ecolog'a propone remover este sitio de la Lista en base de la siguiente informacion:

? Revision de los reportes de la limpieza que fueron entregados a Ecolog'a.

? Revision de la documentacion de apoyo.

? Se han cumplido con las normas estatales para la limpieza del agua subterranea y del suelo en el sitio.

Requests for Bids

The Housing Authority of Grant County is requesting bids for labor and materials to develop an area for a Recycle Center located in Soap Lake, WA.

Bid packages are available at 1139 Larson Blvd., Moses Lake, WA, or by calling Tami Torrey at (509) 762-5541. Bidders may bid on any single item or all items in the scope of work. Bids must be submitted on the bid form no later than 2:00 p.m., July 13, 2007.

All bids over $25,000 must be accompanied by a bid guarantee in the form of a bid bond or certified cashier's check made payable to Housing Authority of Grant County in the amount of five percent (5%) of the total bid amount. Cost of bonds must be included in the bid price.

This project is funded by the Department of Housing and Urban Development. All related regulations and requirements will apply. Contractors must meet all HUD qualifications for contracting and pay all employees established Davis Bacon wages as determined by HUD.

The Housing Authority has the right to reject any or all bids and to waive any minor irregularities in the bids.
