NOTICE TO CONTRACTORS
Sealed bids, plainly marked "BID for L NE Rd., CRP 07-09, will be received by Grant County at the Office of the Board of County Commissioners located in the County Courthouse, P.O. Box 37, 35 C Street NW - Room 207, Ephrata, WA, 98823, until 1:30 P.M., Tuesday, June 19, 2007 and will then and there be opened and publicly read for the construction of the improvements.
All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier's check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. No conditional bid bond will be accepted. Should the successful bidder fail to enter into such contract and furnish a satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to Grant County.
Maps, plans, and specifications may be purchased from the office of the County Engineer, 124 Enterprise St. S.E., Ephrata, WA 98823, upon payment of the amount of $25.00 (non-refundable).
Informational copies of the maps, plans, and specifications are on file for inspection at the Grant County Public Works Building, 124 Enterprise St. S.E., Ephrata, WA 98823, and in various plan centers located in Washington.
The Board of County Commissioners of Grant County, Washington, reserves the right to reject any and all bids. The award of this contract, if made, will be to the lowest responsible bidder.

TO RECEIVE INPUT ON THE ANNEXATION OF
THE WATER HOLE 17 AREA INTO THE CITY OF OTHELLO
This is official notice that the Othello City Council has set a public hearing to receive input on the request to annex, submitted by John Hoksbergen, Hoksbergen Development, LLC. The public hearing will be held in the Othello City Council Chambers, 500 E. Main Street before the City Council shortly after 7 p.m. on June 25, 2007.
All persons with interest are encouraged to attend & comment. Written comments can be submitted prior to the close of the hearing. The zone will be Retail Commercial (C-1). The proposed territory to be annexed will be assessed, taxed, and subject to the zoning and development regulations; the same as other properties within The City of Othello.
The annexation includes:
THE WEST 1300 +/- FEET OF FARM UNIT 78, BLOCK 45, PLUS THE WEST 75 FEET OF HIGHWAY 17, EXTENDING 2,347 NORTH AND BOTH SIDES OF HIGHWAY 17, EXTENDING 600 FEET SOUTH OF THE SECTION CORNER AND INCLUDING THE SOUTH 30 FEET OF CUNNINGHAM ROAD EXTENDING 1300 +/- FEET EAST OF THE SECTION CORNER. THE PARCEL CONTAINS APPROXIMATELY 77 ACRES, WHICH INCLUDES THE EXISTING HIGHWAY & COUNTY LAND RIGHT-OF-WAYS.
The annexation does not include the eastern portion of FU 78, which contains EL 68H2 lateral canal and residential uses.

ONE (1) GROUND WATER CERTIFICATE
TAKE NOTICE:
That Central Terminals, LLC of Moses Lake, Washington has made application for change/transfer of water right in order to change the point of withdrawal (POW), change/transfer a portion of the place of use (POU) as granted under Ground Water Certificate No. 399-A together with change authorization dated November 4, 2004.
That said change authorizes the withdrawal of 800 gallons per minute, 320 acre-feet per year, for the irrigation of 80 acres.
That the authorized POW is from one-(1) well located within the NW1/4SE1/4 of Sec. 7, T. 19 N., R. 27 E.W.M.
That the authorized POU is Gov't Lots 3 and 4, and a portion of the E1/2SW1/4 of Sec. 7, T. 19 N., R. 27 E.W.M.
That they propose to transfer 300 gallons per minute, 70 acre-feet per year, for the seasonal irrigation of 17.5 acres.
That they proposed to change the POW to be located within the NW1/4SW1/4 of Sec. 20, T. 19 N., R. 29 E.W.M.
That they propose to change a portion of the POU to be located within the SW1/4NW1/4 of Sec. 29 T. 19 N., R. 29 E.W.M.
All within Grant County, Washington.
