You are hereby summoned to appear within thirty (30) days after the date of the first publication of this summons, to wit, within thirty (30) days after the 13th day of July, 2007, and defend the above-entitled action in the above-entitled court, and answer the Petition for Termination of Parent/Child Relationship Re: Noah Laughlin and serve a copy of your answer upon the undersigned Attorney for Petitioners, Terry D. Gobel, at 421 W. Riverside Ave., Suite 908, Spokane Washington 99201, at his office; and in case of your failure to do so, a default judgment will be rendered against you without notice according to the demand of the Petition, which has been filed with the Clerk of said Court. A default judgment is one where Petitioners are entitled to what they asks for because you have not responded. If you serve a notice of appearance on the undersigned person, you are entitled to notice before a default judgment.

The Petitioners, JOHN ALLEN LAUGHLIN and BETSY PAGE LAUGHLIN, have filed with the Clerk of the above-named Court a Petition for Termination of Parent-Child Relationship between the biological mother, CARISSA D. HART, and the above-named child, NOAH LAUGHLIN, who was born on February 13, 2001, in Spokane, Washington. The biological father is AARON LAUGHLIN.

The Court hearing on termination of the mother's parental rights in this matter shall be held on August 23, 2007, at 11:00 a.m. (PST), in Spokane County Superior Court, located at 1116 W. Broadway Avenue, Courtroom 304 (Ex Parte Dept.), Spokane, Washington. At that time, the pre-placement report required under RCW 26.33.190 and LSPR 93.04(c), shall be considered and a post-placement reporter will be designated by the Court.

YOUR FAILURE TO APPEAR AT THE HEARING MAY RESULT IN A DEFAULT ORDER PERMANENTLY TERMINATING ALL YOUR RIGHTS TO THE ABOVE-NAMED CHILDREN.

You are further notified that any non-consenting parent has the right to be represented by an attorney, and an attorney will be appointed for an indigent person who requests an attorney.

You are further notified that your failure to file a response within thirty (30) days of the first date of publication of this summons and notice of hearing upon you is grounds to terminate your parent-child relationship with respect to this child. One method of filing your response is service of a copy on the petitioner by sending the response by Certified Mail with Return Receipt Requested, to the undersigned.

Notice is hereby given that a Preliminary Plat, SEPA Checklist, and Minor Rezone were received on April 4. 2007 from Brian Isaak (Designated Contact: Columbia Northwest Engineering, Attn: Jim Keyes, P.S., 321 So. Beech St., Moses Lake WA, 98837, 509-766-1226); and were found to be technically complete and preliminarily appear to be consistent with the Unified Development Code and other applicable State and local requirements as of July 20, 2007. PROJECT: A preliminary subdivision of an 18.7-acre parcel into ten (10) lots. All ten (10) lots will be for residential development. The City of Othello does hereby annex real estate situation in Adams County, Washington contiguous to the City of Othello into the corporate limits of the City of Othello as follows: That portion of Sections 35 and 36, Township 16 North, and Sections 1 And 2, Township 15 North, all in Range 29 East, WM., Adams County, Washington, described as follows: that portion of Farm Unit 78, Irrigation Block 45 lying West of the centerline of USBR Canal El68H2. Together with that portion of Cunningham Road Lying West of the centerline of USBR Canal El68H2 in Farm Unit 92, Irrigation Block 45 to Highway 17. NOTICE TO CONTRACTORS

NOTICE IS HEREBY GIVEN, that sealed bids will be received either by mail or hand delivered by Grant County at the Office of the Board of County Commissioners, located in the County Courthouse, P.O. Box 37, 35 C Street NW - Room 207, Ephrata, Washington, 98823, until 1:30 p.m., Tuesday, August 14, 2007 and will then and there be opened and publicly read for the construction of the improvements. The name and address of the bidder shall be on the outside of the envelope.

All bid proposals shall be accompanied by bid proposal deposit in cash, a certified check, cashier's check, or surety bond payable to Grant County, in an amount equal to five percent (5%) of the amount of such bid proposal. No conditional bid bond will be accepted. Should the successful bidder fail to enter into such contract and furnish a satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to Grant County.

Plans and Specifications may be purchased from the office of the County Engineer, 124 Enterprise St. S.E., Ephrata, Washington 98823, Phone: (509) 754-6082. The contact person is Derek Pohle, P.E. The plans and specifications are provided for a non-refundable deposit of $25.00 for each set, plus a $5.00 postage and handling fee, if mailing is requested.

Informational copies of the Plans and Specifications are on file for inspection purposes at the Grant County Public Works Building, 124 Enterprise St. S.E., Ephrata, Washington 98823, and only in the Chapter Offices of the AGC in Seattle and Spokane, and other various Plan Centers located in Washington, as requested.

The Board of County Commissioners of Grant County, Washington, reserves the right to reject any and all bids. The award of the contract, if made, shall be made to the qualified responsive bidder submitting the lowest responsible bid.

This work may generally be described as construction of the evaporation pond for the Ephrata Landfill, which is just north of the new Ephrata Landfill area. The work to be performed under this contract shall be the following: excavation, embankment, grading; placement of a bedding layer, installation of a geotextile cushion layer, installation of two (2) 60-mil HDPE geomembrane liner; and installation of a leak detection system. Also, the work will include the excavation/embankment and grading of access roads. See the Proposal on page LD-7 for construction period for this project.

No bidders may withdraw his/her bid after the hour set for the opening thereof or before award of contract unless said award is delayed for a period exceeding sixty (60) days from the date of bid opening.
