Notice of Application and Public Hearing

Central Leasing of Washington submitted the Central Terminals Major Plat application on December 14, 2006. The application was determined to be complete and ready for review on January 23, 2007. The proposal is to develop the 426 acre site into a one lot plat in the H-I, Heavy Industrial Zone. Several wetlands were identified on the site in 1996. The site is located on the south side of Wheeler Road, and approximately 1300' west of the "N" Road. A SEPA checklist and wetland analysis information has been required. The project has been determined to be Consistent with the City's Comprehensive Plan, and the following Development Regulations are applicable to the project: Moses Lake Municipal Code Title 18 Zoning, Title 14 Environmental Regulations, Title 17 Subdivisions, Title 19 Growth Management, and Title 20 Development Review Process.

Written comments on this proposal will be accepted until 5:00 p.m. on February 6, 2007. Public comment may be provided up to the date of the public hearing which is scheduled for March 1, 2007 at 7:00 p.m. in the City Council Chambers located at 401 Balsam Street. Sealed bids will be received at City Hall, 321 South Balsam, (P. O. Box 1579), Moses Lake, Washington 98837 until February 20, 2007, 2:00p.m., for the above-named improvement. Said bids will be opened and publicly read at that time. All bids shall be received before said opening time in sealed envelopes with "CRACK SEAL PROJECT 2007" marked plainly thereon.

All bids shall be accompanied by a deposit in the form of a postal money order, cashier's check, or surety bond in an amount equal to 5 percent of the bid. Sealed bids plainly marked "Bid for Asphalt Hauling and Dispatch Services 2007" will be received by Grant County at the Office of the Board of County Commissioners located in the County Courthouse. 35 C Street N.W. - Room 207, P.O. Box 37, Ephrata, WA 98823, until 1:45 P.M., Tuesday, February 6, 2007 and will then and there be opened and publicly read for the following work:

Prospective bidders are advised they will be required to provide on-demand dispatch and tractor services capable of pulling up to four (4) semi-trailer and pull trailer combination units with a total weight (including tractor) of 105,500 pounds.
