GRANT COUNTY WATER CONSERVANCY BOARD NOTICE OF APPLICATION FOR CHANGE OF GROUND WATER

TAKE NOTICE:

Mr. John Hyer of Moses Lake, WA had made an APPLICATION FOR CHANGE/TRANSFER of Water Right to the Board to change the place of use for a portion of Groundwater Certificate G3-01562C. The Board has designated such application for active review assigning it a number of GRAN-06-006. The Department of Ecology has assigned their tracking number CG3-0156C2@1 to this application.

Ground Water Certification G3-01562C with a priority date of April 24, 1967 has current authorization for 2100 gallons per minute, 1566 acre-feet per year, for seasonal irrigation of 391 acres. The place of use being SE1/4 Section 24, T19N, R30E W.M. in Grant County and the N1/2NE1/4 and NW1/4 of Section 30, T19N, R31E W.M. in Adams County. The single point of withdrawal being a well located 40 feet north, 40 feet west of SE corner Section 24, T19N, R30E, W.M.

The proposed change is a new place of use defined as 60 acres within the E1/2 of the NE1/4 and 18 acres within the E1/2 of the E1/2 of the W1/2 of the NE1/4, all within Section 25, T19N, R30E, W.M. in Grant County. The amount of water being requested to be moved is 418.95 G.P.M. 312.42 acre feet. The purpose of use, point of withdrawal and method of irrigation will remain the same.

Any interested party may submit comments, objections and other information to the Board regarding this application. The comments and information may be submitted in writing or verbally at any public meeting of the Board held to discuss or decide on the application. Additionally, the Water Conservancy Board will consider written comments or information provided within thirty (30) days from the last date of publication of this notice, said written comments or information to be provided to its office located 3593 Airway Drive NE, Moses Lake, WA 98837.

Any protests or objection to the approval of this application may be filed with the Department of Ecology and must include a detailed statement of the basis for objections. Protests must be accompanied by a fifty dollar ($50.00) recording fee and filed with the Department of Ecology, Eastern Regional Office, 4601 North Monroe Street, Spokane, WA 99205 within thirty (30) days from January 22, 2007.

Potential Applicants for Adult and Family Literacy Funding, 2007-2008

The State Board for Community and Technical Colleges will release a Request for Proposal (RFP) in March of 2007 for state and federal funds to support adult basic education services in Washington state during program year 2007-08. Proposals are due on May 4, 2007, must be submitted using an on-line grant management system, and will require a letter of intent in order to gain access to the secure system. A draft of the RFP is open for comment until February 12, 2007, along with details about bidders' conferences, and the RFP when finalized as well as additional information necessary for potential applicants, is available at http://www.sbctc.ctc.edu/college/_e-abe_grant_rfp.aspx.

Environmental review is required for this project. The City of Moses Lake has reviewed the proposed project for probably adverse environmental impacts and expects to issue a Mitigated Determination of Non-Significance (MDNS) for this project. The optional DNS process in WAC 197-11-355 is being used. This may be your only opportunity to comment on the environmental impacts of the proposed project. Conditions have been identified to mitigate adverse environmental impacts through SEPA. The project review process may include additional mitigation measures under applicable codes.

Written comments on this project will be accepted until 5:00 p.m. on February 1, 2007. Persons who want to be informed of future actions, or the final decision, on this proposal should provide their name and address to the project planner.
