I. NOTICE OF HEARING: You are notified that a DEPENDENCY Petition was filed with this Court in which it is alleged that: The above named child is dependent pursuant to RCW 13.34.030. A hearing will be held on Feb. 20, 2007 at 1:30 pm., at Grant County Superior Court, 35 C ST NW, Ephrata, WA 98823. The purpose of the hearing is to hear and consider evidence on the petition. This petition beings a process, which, if the juvenile is found dependent, may result in permanent termination of the parent-child relationship. IF YOU DO NOT APPEAR, THE COURT MAY ENTER AN ORDER IN YOUR ABSENCE ESTABLISHING TERMINATION OF YOUR PARENTAL RIGHTS.

Notice of Application

Washington Ethanol, LLC submitted a conditional use permit application to operate an ethanol manufacturing plant on December 4, 2006. The application was determined to be complete and ready for review on January 2, 2007. The proposal is to construct and operate an ethanol manufacturing plant that will consist of a corn-fed manufacturing facility, administrative/support facilities, and rail and truck transport and loading/offloading infrastructure. The plan will manufacture approximately 100 million gallons of denatured ethanol per year for use as a gasoline additive for an octane enhancer, oxygenating component, and fuel extender. By products of the process will include approximately 280,00 dry weight tons of distillers grains with solubles for use as high-grade large livestock feed. Major activities at the plant site will include corn receiving, testing, cleaning, milling, and ethanol and by-product production and transport. The plant will employ approximately 45 workers and operate seven days a week. The site is located in the H-I, Heavy Industrial Zone and located 1,700 feet south of Wheeler Road, and 3,300 feet west of N Road NE in S20, T19, R29. A SEPA checklist was required and the Washington State Department of Ecology will act as Lead Agency for the Environmental Review. The project has been determined to be Consistent with the City's Comprehensive Plan, and the following Development Regulations are applicable to the project: Moses Lake Municipal Code Title 18 Zoning, Title 14 Environmental Regulations, Title 19 Growth Management and Title 20 Development Review Process.

Written comments on this proposal will be accepted until 5:00 p.m. on January 24, 2007. A public hearing will be required for this project, but the date has not been set. Additional notice of the public hearing will be published. Persons who want to be informed of future actions or the final decision on this proposal should provide their name and address to the project planner. The final decision on this proposal will be made within 120 days of the date of the notice of completion and may be appealed according to the City appeal provisions specified in Chapt. 20.11, Appeals.
