GRANT COUNTY WATER CONSERVANCY BOARD NOTICE OF APPLICATION FOR CHANGE OF GROUNDWATER

TAKE NOTICE:

Mr. & Mrs. Peter Beaumont of Quincy have made an APPLICATION FOR CHANGE/TRANSFER of Water Right to change the points of withdrawal and place of use for Groundwater Permit G3-28950P to the Board. The board has designated such application for active Board review assigning it a number of GRAN-06-008. The Department of Ecology has assigned tracking number CG3-28950 to this application.

That Ground Water Permit G3-28950P with a priority date of February 7, 1991 has authorization for 100 gallons per minute, 9 acre-feet per year, for group domestic supply of 9 homes. The place of use is within the E1/2NW1/4 of Sec 26, T21N, R24E, WM. The points of withdrawal being three wells within: (1) SE1/4NW1/4; (2) NE1/4NW1/4; and (3) SE1/4NW1/4; all Section 26, T21N, R24E, WM.

The proposed change is a new place and a new point of withdrawal. The proposed new place of use is 9 homes defined as within the boundaries of the Beaumont Preliminary Plat dated October 3, 2005 within the NW1/4 of Sec 26, T21N, R24E. A copy of said Preliminary Plat is available by contacting the Grant County Planing Department, Ephrata, WA. The prosed new point of withdrawal being well (3) located within SE1/4SE1/4NW1/4 Section 26, T21N, R24E. There will be no change in the amount of authorized water, purpose of use, or locations of authorized wells (1) and (2).

Any interested party may submit comments, objections, and other information to the board regarding this application. The comments and information may be submitted in writing or verbally at any public meeting of the board held to discuss or decide on the application. Additionally, the Water Conservancy Board will consider written comments or information provided within thirty (30) days from the last date of publication of this notice, said written comments or information to be provided to its office located at 3953 Airway Drive NE, Moses Lake, WA 98837.

Any protests or objections to the approval of this application may be filed with the Department of Ecology and must include a detailed statement of the basis for objections. Protests must be accompanied by a fifty dollar ($50.00) recording fee and filed with the Department of Ecology, Eastern Regional Office, 4601 North Monroe Street, Spokane, WA 99205 within thirty (30) days from February 26, 2007.

That Ground Water Certificate G3-28551C with a priority date of August 18, 1988 has current authorization for 470 gallons per minute, 157 acre-feet per year, for seasonal irrigation of 45 acres and frost control as needed. The place of use being 45 acres within W1/2NW1/4 Section 26, T21N, R24E, W.M. Grant County tax parcel number 15 1222 001. The point of withdrawal being a well located within SE1/4NW1/4 Section 26, T21N, R24E, W.M.

The proposed change is a place of use defined as 45 total acres within NW1/4NW1/4 Section 26, T21N, R24E, W.M.

The Small Works Roster will be used to solicit and secure telephone and/or written quotations/bids for public works and improvements as provided under RCW 35.23.352

All vendors, contractors, suppliers, or parties requesting inclusion on the Small Works Roster shall submit a letter to GRANT COUNTY FIRE DISTRICT NO. 10, ATTENTION, DISTRICT SECRETARY, PO BOX 220 ROYAL CITY, WA 99357 requesting the necessary form.

Specific interests by the fire district for 2007 are, but not limited to, roof repair, general construction, and electrical.

NOTICE

NOTICE IS HEREBY GIVEN that the Board of County Commissioners of Grant County, Washington will receive bids for the printing of County Legal Notices for the Year beginning July 1, 2007 and ending June 30, 2008.

All printing is to be published in nine-point solid matter. Bids must be sealed and endorsed on the outside of the envelope with the words: "BID FOR COUNTY PRINTING" and must be filed with the Clerk of the Board of County Commissioners on or before March 26, 2006 at 1:30 p.m. Bid Opening immediately following. Bids shall contain a certified statement of paid circulation within Grant County so that due consideration of the widest publicity of notices may be made an element of the award of said printing.

In accordance with RCW 36.72.075, the successful bidder may be required to post a bond in the amount of Two Thousand and No/100 Dollars ($2,000.00) for the correct and faithful performance of the contract and work to be done.

The Board of County Commissioners reserves the right to reject any and all bids.
