ADVERTISEMENT FOR BIDS
Sealed Bids for construction of the 2007 Taxiway Delta Portland Cement Concrete Pavement Reconstruction and Electrical Modifications at Grant County International Airport, addressed to the Port of Moses Lake, will be received at the office of the Executive Manager, Port of Moses Lake, 7810 Andrews Street NE, Suite 200, Moses Lake, Washington 98837 (OWNER), until 2:00 p.m., local time, on the 12th day of March, 2007. Any Bids received after the specified time will not be considered.
Bids will then be publicly opened and read.
The Project contemplated consists of approximately 9,600 square yards of 19-inch-thick concrete paving over crushed aggregate base; 16,000 square yards of pavement demolition; 6,000 cubic yards of excavation; 800 tons of asphalt concrete paving over crushed aggregate base; 40,600 square feet of pavement marking; and associated airfield electrical work. The project also includes upgrades to the Airport's electrical vault equipment.
The project will be completed in all respects within 120 calendar days from the date of the Notice to Proceed for construction. Notice to Proceed for electrical vault improvements is expected to be approximately mid-April 2007. Notice to Proceed for Taxiway Delta construction is expected to be approximately mid-May 2007.
Bidding Documents may be examined on or after February 12, 2007, in OWNER's office, Executive Manager, Port of Moses Lake, 7810 Andrews Street NE, Suite 200, Moses Lake, Washington 98837, or at ENGINEER's office, CH2M HILL, 2020 SW Fourth Avenue, Suite 300, Portland, Oregon 97201. Bidding Documents may be obtained on or after February 12,, 2007, from the ENGINEER's office upon payment of $50 for each set of documents. Bidders are advised that a MANDATORY prebid conference will be held at 1:30 p.m. on Tuesday, February 27, 2007, at the Port of Moses Lake offices located at 7810 Andrews Street NE, Suite 200, Moses Lake, Washington 98837. Bidders are required to attend the conference. Bids will not be accepted from Bidders that do not have a representative at the prebid conference.

The proposed contract is subject to the following regulations:
1. The proposed contract is under and subject to Executive Order 11246 of September 24, 1965, as amended, to the Equal Employment Opportunity (EEO) Clause and the Standard Federal Equal Employment Opportunity Construction Contract Specifications, including the goals and timetables for minority and female participation.
2. All labor on the project shall be paid no less than the minimum wage rates established by the U.S. Secretary of Labor and the Washington State Department of Labor and Industries.
3. Each bidder must supply all the information required by the Bid Form.
4. The EEO requirements, labor provisions, and wage rates are included in the Specifications and Bid Documents and are available for inspection at the Airport Manager's office, Terminal Building, Grant County International Airport, Moses Lake, Washington.
5. Each bidder must complete, sign, and furnish with his bid a "Certification of Nonsegregated Facilities" and a statement entitled "Bidder's Statement on Previous Contracts Subject to EEO Clause," as contained in the proposal.
6. A contractor or subcontractor who may be awarded a contract of $10,000 or more will be required to maintain an affirmative action program, the standards for which are contained in the FAA Special Provisions.
7. Where the bid of the apparent low responsible bidder is in the amount of $1 million or more, the Bidder and his known first-tier subcontractors which will be awarded subcontracts of $1 million or more will be subject to full, onsite, pre-award equal opportunity compliance reviews before the award of the contract for the purpose of determining whether the Bidder and his subcontractors are able to comply with the provisions of the equal opportunity clause.
8. To be eligible for award, each bidder must comply with the affirmative action requirements which are contained in the FAA Special Provisions.
9. Minority business enterprises will be afforded full opportunity to submit Bids in response to this advertisement and will not be discriminated against on the grounds of race, color, or national origin in consideration.
10. The overall DBE goal for this project is 9.4 percent of the total amount of the DOT assisted contract. Contractors are encouraged to meet or exceed this goal. However, Bids will not be evaluated based on DBE participation.
11. Women will be afforded equal opportunity in all areas of employment. However, the employment of women shall not diminish the standards or requirements for the employment of minorities.
Each Bid must be submitted on the prescribed Bid Form and accompanied by Bid security as prescribed in the Instructions to Bidders, payable to the OWNER in an amount not less than 5 percent of the amount Bid.
The Successful Bidder will be required to furnish the additional Bond(s) prescribed in the Bidding Documents.
In order to submit a Bid on public work, Bidders and their Subcontractors shall hold such licenses and registrations as required by State Statutes and Codes, and federal and local Laws and Regulations.
Bidders will be required to comply with State of Washington RCW 39.30.060 relating to identification of Subcontractors.

That Ground Water Permit G3-28950P with a priority date of February 7, 1991 has authorization for 100 gallons per minute, 9 acre-feet per year, for group domestic supply of 9 homes.
