Request for Qualification Data to Furnish Engineering and Surveying Services

The City of Warden (Pursuant to Chapter 61, Laws of 1981) is inviting statements of qualifications and performance information from firms interested in providing professional engineering and land surveying services for the 2007 calender year in conjuction with City sponsored projects. The City's Capital Improvement Program, for which engineering service is sought, may include but are not limited to: Water and Well Improvement projects, Industrial Wastewater Improvements, Municipal Wastewater Plant and Collection System Improvements, General Street Improvements, TIB Small City Account Street Projects. Also contemplated is the associated planning, design, and site plan preparation for various park and recreational activities. The city may also require general engineering services in connection with the ongoing operation of the city.

Qualification and performance statements will be reviewed, placed on file for the 2007 calendar year, and will be used as the source from which to select one or more qualified firms from whom a detailed proposal will be requested for any specific project. Those firms who have statements on file for the 2006 calendar year should only respond with a request for their statement to be renewed for 2007 along with any pertinent amendments to their statement.

Minority and women-owned firms are encouraged to submit statements of qualification.

Canyonview at Crescent Bar, L.L.C., 2001 Sixth Avenue, Suite 3400, Seattle, WA 98121, is seeking coverage under the Washington State Department of Ecology's NPDES General Permit for Stormwater

Discharge Associated with Construction Activities.

The proposed 32.51 acre project, know as Canyonview at Crescent Bar, is located at 9101 Crescent Bar Road NW in Quincy, WA 98848. Approximately 32.51 acres will be disturbed for construction of a residential area.

Construction activities will include, but are not limited to, clearing and grading, utilities, roads, stormwater facilities, sidewalks, and residences. Stormwater shall be cleaned and controlled via Washington State Department of Ecology Best Management Practices (BMP's) in accordance with the Eastern Washington Stormwater Manual prior to discharging to Trinidad Creek.

ADVERTISEMENT FOR BIDS

Sealed Bids for construction of the 2007 Taxiway Delta Portland Cement Concrete Pavement Reconstruction and Electrical Modifications at Grant County International Airport, addressed to the Port of Moses Lake, will be received at the office of the Executive Manager, Port of Moses Lake, 7810 Andrews Street NE, Suite 200, Moses Lake, Washington 98837 (OWNER), until 2:00 p.m., local time, on the 12th day of March, 2007. Any Bids received after the specified time will not be considered.

Bids will then be publicly opened and read.

The Project contemplated consists of approximately 9,600 square yards of 19-inch-thick concrete paving over crushed aggregate base; 16,000 square yards of pavement demolition; 6,000 cubic yards of excavation; 800 tons of asphalt concrete paving over crushed aggregate base; 40,600 square feet of pavement marking; and associated airfield electrical work. The project also includes upgrades to the Airport's electrical vault equipment.

The project will be completed in all respects within 120 calendar days from the date of the Notice to Proceed for construction. Notice to Proceed for electrical vault improvements is expected to be approximately mid-April 2007. Notice to Proceed for Taxiway Delta construction is expected to be approximately mid-May 2007.

The proposed contract is subject to the following regulations:

1. NOTICE

Notice is hereby given that sealed bids will be received by Port of Ephrata at its office at 1990 Division Avenue E., Ephrata, WA 98823, until 1 p.m., March 8, 2007, for Taxiway A Relocation and Runway 3-21 Establishment Project, at which time the bids will be opened publicly and read aloud. Any bids received after the time for opening will not be considered.

The work to be completed includes constructing a new Taxiway "A", 35 feet wide and 5,500 feet in length, and marking the new Runway 3-21 on the existing apron. Major work elements include excavation, grading, base rock placement, asphalt paving, underdrain/drainage installation, pavement marking, signage installation, and taxiway edge reflector installation.

Drawings, technical provisions, and forms of contract documents may be examined at Ephrata Municipal Airport, 1990 Division Avenue E, Ephrata, WA 98823, or in the office of Reid Middleton, Inc., Consulting Engineers, 728 134th Street SW, Suite 200, Everett, Washington, 98204. All bidders are directed to the FAA Special Provisions with regard to the procedures the Port of Ephrata will utilize to encourage DBE participation. Bidders shall furnish the "DBE Utilization" form and "Letter of Intent" and/or "Good Faith Effort" documentation as contained in the bid proposal with their bids.

The DBE goal for this project is 7.1% of the total amount bid. Based on the 9th Circuit Court Decision in Western States Paving Company v. Washington State Department of Transportation, the Port of Ephrata has determined that it is appropriate to use a race/gender neutral goal. The Port of Ephrata encourages all bidders to take active race/gender neutral steps to include DBEs in this and other airport contracts. Race/gender neutral steps include: unbundling large contracts, subcontract work the prime contractor may self- perform, provide bonding or financing assistance, provide technical assistance, etc. This contract can be awarded without the lowest responsive bidder meeting the goal or demonstrating good faith effort to meet the goal.

Public Notice

Scoping Meetings to Prepare a Supplemental Environment Impact Statement for the permanent stationing of the 5th Stryker Brigade Combat Team (SBCT)

The Department of the Army (DA) announces a scoping meeting to engage public participation in the environmental impact statement process that will address the permanent stationing of the 5th SBCT (currently the designated as the 2nd Brigade, 25th Infantry Division) in Hawaii and other reasonable alternate locations. The SBCT is a maneuver brigade that includes infantry, artillery, engineers, and other Army specialties; approximately 4,000 soldiers, 1,000 vehicles, including 320 Strykers. The DA is preparing this SEIS in accordance with the Federal Court of Appeals for the Ninth Circuit's guidance under NEPA to examine a fuller range of alternatives for the proposed actions associated with the transformation of the 2nd Brigade 25th Infantry Division Light that was the action selected in teh 2004 Final Environmental Impact Statement and Record of Decision.

Public Scoping meeting for Yakima Training Center will be held at the location and on the date and time listed below. THe public will have the opportunity to provide input on what they would like the SEIS to address as it pertains to the DA's proposal for hte permanent stationing of the 5th SBCT. Public comments will be accepted through February 19th and can be submitted in writing to the individual named below.
