The above-described real property will be sold to satisfy the expense of the sale and the obligation secured by the Deed of Trust as provided by statute. The sale will be made without warranty, express or implied regarding title, possession, or encumbrances on 02/09/2007. The default(s) referred to in paragraph III, together with any subsequent payments, late charges, advances costs and fees thereafter due, must be cured by 01/29/2007 (11 days before the sale date), to cause a discontinuance of the sale. Anyone having any objections to the sale on any grounds whatsoever will be afforded an opportunity to be heard as to those objections if they bring a lawsuit to restrain the sale pursuant to RCW 61.24.130. DETERMINATION OF NONSIGNIFICANCE

PURSUANT to R.C.W 43.21C, NOTICE IS HEREBY GIVEN THAT on February 1, 2007 the Moses Lake Irrigation and Rehabilitation District (LEAD AGENCY) did issue a determination of non-significance relative to the environmental impact of the following described proposal:

An application was submitted by the Moses Lake Irrigation and Rehabilitation District to conduct aquatic weed harvesting activities throughout Moses Lake. Weed removal would occur in numerous locations throughout the lake. Weed harvesting removes both noxious aquatic weeds and beneficial weeds when plant densities build to nuisance levels and hinder recreation in the lake. Aquatic weeds will be mechanically cut by a pontoon-mounted weed harvester, stored in the weed harvester hopper during transport, deposited on shore, and hauled away for disposal.

The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21.C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request and may be reviewed at the Moses Lake Irrigation and Rehabilitation District, 1055 W. Broadway Ave., Moses Lake, WA. 98837 during normal business hours. As a reminder, landholders who either directly or indirectly own and/or lease land in the Subarea over the forms submittal threshold must file annual Reclamation Reform Act of 1982 (RRA) forms by March 1, 2007 to be eligible to receive Reclamation irrigation water. This includes but is not limited to individuals, entities, trusts, estates, public entities, religious or charitable organizations, and farm operators. This is a westwide disclosure. Any and all land must be counted if it is in a district subject to the RRA.

Request for Qualification Data to Furnish Engineering and Surveying Services

The City of Warden (Pursuant to Chapter 61, Laws of 1981) is inviting statements of qualifications and performance information from firms interested in providing professional engineering and land surveying services for the 2007 calender year in conjuction with City sponsored projects. The City's Capital Improvement Program, for which engineering service is sought, may include but are not limited to: Water and Well Improvement projects, Industrial Wastewater Improvements, Municipal Wastewater Plant and Collection System Improvements, General Street Improvements, TIB Small City Account Street Projects. Also contemplated is the associated planning, design, and site plan preparation for various park and recreational activities. The city may also require general engineering services in connection with the ongoing operation of the city.

Qualification and performance statements will be reviewed, placed on file for the 2007 calendar year, and will be used as the source from which to select one or more qualified firms from whom a detailed proposal will be requested for any specific project. DETERMINATION OF

NON-SIGNIFICANCE

NOTICE IS HEREBY GIVEN that the City of Moses Lake issued a Mitigated Determination of Non-Significance (MDNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project:

The Greens Planned Unit Development - Subdivide 11.18 acres of land into 68 lots with common open space and a community center. The proponent is Steinhauer/Norman LLC, Pacific, WA. The site is legally described as Tax #600 in N 1/2 SW 1/4 S23-T19N-R28E, and is located east of Division Street and south of 9th Avenue in the R-1, Single Family and R-3 Multi-family Zones.

After review of the completed environmental checklist and other information on file with the City of Moses Lake, the SEPA Responsible Official has determined this proposal will not have a probable adverse impact on the environment if the stipulated mitigation is provided. Pursuant to WAC 197-11-340(2) the lead agency will not act on this proposal for 14 days from the date of determination. Comments on the MDNS must be submitted by February 14, 2007 to the Responsible Official.
