Man arrested for vehicular homicide in Moses Lake
Two Yakima suspects arrested

MOSES LAKE - A Yakima man was arrested in Moses Lake Monday for a warrant concerning a recent vehicular homicide.
Billy D. Garner, 48, Yakima, was arrested for the warrant behind a business on South Pioneer Way. The vehicular homicide warrant was issued Dec. 11 from Spokane County, Moses Lake Police Capt. Dave Ruffin said.
Lisa A. Byrd, 39, Yakima, was arrested on a Department of Corrections order concerning escaping community custody. Byrd was allegedly located with Garner, he said.
It is unclear why they were behind the business, it is suspected Garner may have been looking for employment, Ruffin said.
Police were notified of the subjects by a citizen who recognized them from a television news program broadcasting the warrant information, he said.
Drug paraphernalia was reportedly located in a vehicle possessed by the suspects. The vehicle was impounded for a more extensive search pending a warrant, according to Ruffin.
Garner is accused of striking and killing 77 year-old Donald Seevers as he was walking in downtown Spokane Sept. 30, according to KREM 2. Law enforcement located Garner's white Ford F-150 pickup, which was suspected to have been used in the hit-and-run, in Yakima.
