A hearing will be held on September 25, 2007 at 1:30 pm., at Grant County Superior Court, 35 C ST NW, Ephrata, WA 98823. The purpose of the hearing is to hear and consider the evidence on the petition. This petition begins a process, which, after the juvenile is found dependent, may result in permanent termination of the parent-child relationship. IF YOU DO NOT APPEAR, THE COURT MAY ENTER AN ORDER IN YOUR ABSENCE ESTABLISHING TERMINATION OF YOUR PARENTAL RIGHTS.

DESCRIPTION OF PROPOSAL:
Wanapum Dam Tailrace Concrete/Debris Repositioning Project: Public Utility District No.2 of Grant County (Grant PUD) is currently constructing a fish bypass facility in the future units section of Wanapum Dam. The Wanapum Dam Future Unit Fish Bypass (fish bypass) is being constructed in accordance with Reasonable and Prudent Alternative #3 of the NOAA Fisheries 2004 Biological Opinion for the Priest Rapids Project. Construction on the fish bypass began in September 2005. During the initial construction of the fish bypass underwater foundation concrete apparently migrated from the construction area to the tailrace area immediate ly below Turbine Units 9 and 10. A dive inspection revealed approximately 209 yards of broken concrete below Turbine Units 9 and 10, some of which originated from the fish bypass construction area and some from the original construction of Wanapum Dam. The concrete debris extends approximately 35 feet downstream of tur bine units 9 and 10. The concrete is made up of irregular pieces and slabs based on diver observations. Approximate sizes of the concrete pieces and slabs range from 4 x 3 x 1_ feet to 12 x 6 x 1_ feet. There are also layers of concrete that filled or partially filled the debris trench immediately in front of units 9 and 10. Figure 2 shows a plan view of the general locations, concentrations/amounts, sizes, and extent of the concrete debris located downstream of units 9 and 10. The dive inspection also revealed some cobble to boulder-sized rock debris (~70 cubic yards) from the initial excavation of the Wanapum Dam powerhouse downstream of turbine units 9 and 10 (Figures 2 and 3). The plan view of the concrete debris also delineates locations of the rock debris which needs to be removed to prevent creating environments hospitable to predatory fish species. Figures 3 and 4 are pre- and post-profile views of the concrete and debris to be repositioned. Grant PUD notified the Washington Department of Ecology and Department of Fish and Wildlife on March 23, 2007 (Attachment A) and again on July 30, 2007 (Attachment B) regarding this concrete and rock debris.
Grant PUD proposes to use a barge-mounted crane and clam-shell bucket, slings, and/or flotation bags to remove the 209 cubic yards of broken concrete in front of units 9 and 10 and then place them at the base of the north and east sides of the fish bypass to provide structural support. Figure 1 in Attachment B shows the gen eral layout of work locations. 70 cubic yards of cobble and boulder debris downstream of turbine units 9 and 10 will then be removed and placed on top of or in same area as the concrete debris at the north and east foun dation base of the fish bypass. In addition, material that was previously excavated as part of the initial fish bypass construction and placed downstream of future units 12 and 13 (Å 5,000 cubic yards) will also be re-posi tioned to cover the concrete debris at the base of the fish bypass, providing additional structural support.

Wanapum Dam spans the Columbia River at river mile 415.5, (Grant and Kittitas counties, Washington) at coor dinates: Latitude 46¡ 52' 22.631" North; Longitude 119¡ 58' 16.480" West, in Section 17, Township 16 North, Range 23 East, W.M., approximately five miles south of the I-90 bridge at Vantage, Washington.
The proposed concrete repositioning work will take place adjacent and downstream of turbine units 9 and 10 at Wanapum Dam.

The immediate object of these proceedings is to determine dependency and temporary care, custody, supervision and physical placement of your child.

ONE(1) GROUND WATER CERTIFICATE
TAKE NOTICE:
That Stan Kaufmann of Moses Lake and Brian D. Prater of McKenna, Washington have made application for change/transfer of water right in order to add a point of withdrawal (POW) and change/transfer a portion of the place of use (POU) as granted under Ground Water Certificate No. 962-D together with Certificate of Change Vol. 1-3 PP. 444.
That said certificate authorizes the withdrawal of 1,200 gallons per minute, 320 acre-feet per year, each year, for irrigation of 80 acres and continuous domestic supply.
That the authorized POW are from two-(2) wells located as follows 1) NW1/4NE1/4SW1/4; 2) SE1/4SW1/4SE1/4 BOTH WITHIN Sec. 17, T. 19 N., R. 27 E.W.M.
That the authorized POU is within the E1/2SW1/4 of Sec. 17, T. 19 N., R. 27 E.W.M.
That they propose to add one-(1) POW to be located within NW1/4NE1/4 Sec. 20, T. 19 N., R. 28 E.W.M.
That they propose to change a portion of the POU to be located within the NW1/4NW1/4NE1/4 and N1/2 of Gov. Lot 1, all lying E. of high-water line of Moses Lake, Washington within Sec. 20, T. 19 N., R. 28 E.W.M.
Mr. Kaufmann proposes to retain 1,170 gallons per minute, 312 acre feet per year for the irrigation of 80 acres and continuous domestic supply. Mr. Prater proposes to transfer 30 gallons per minute, 8 acre feet per year for irrigation and continuous domestic supply.
All within Grant County, Washington.
Protests or objections to approval of this application must include a detailed statement of the basis for objections; protests must be accompanied by a fifty-($50.00) dollar recording fee and filed with the Department of Ecology, at the address shown below, within thirty (30) days from August 31, 2007.

Requests for Bids
The Housing Authority of Grant County is requesting sealed bids for multiple projects: Two units for Kitchen rehabs located in Royals City, WA.; Installation of an Irrigation System designed for HAGC in Royal City, WA.; and Installation of an Irrigation System designed for HAGC located in two areas of Moses Lake, WA
Bid packages are available at 1139 Larson Blvd., Moses Lake, WA, or by calling Tami Torrey at (509) 762-5541.
All bids over $25,000 must be accompanied by a bid guarantee in the form of a bid bond or certified cashier's check made payable to Housing Authority of Grant County in the amount of five percent (5%) of the total bid amount. Cost of bonds must be included in the bid price.
These projects are subject to Davis Bacon Wage Rates. There will be a bid walk through for the Royal City projects on Tuesday, September 11, 2007 in the morning and then the Moses Lake project bid walk through late morning. Times are listed in the projects bid packages. Bids must be submitted in a sealed envelope bearing the project name no later than 2:00 p.m., September 21, 2007. No facsimiles will be accepted.
The Housing Authority has the right to reject any or all bids and to waive any minor irregularities in the bids.
