Notice of Public Hearing

NOTICE IS HEREBY GIVEN THAT A PUBLIC HEARING WILL BE HELD on Tuesday, September 4, 2007 by the Grant County Board of County Commissioners in order to readopt and extend Interim Ordinance 07-039-CC which complies with the orders and directives of Eastern Washington Growth Management Hearings Board issued in case nos. 99-1-0016 and 99-1-0019. The Interim Official Controls temporarily amend the residential development densities in Rural Residential 2 & 3, Rural Community, Agriculture Service Center, Recreational Development, Shoreline Development 1, 2, 3, & 4, establishes interim boundaries and prohibits non-agricultural industrial development and commercial development in Rural General Commercial, Rural Freeway Commercial, Rural Recreational Commercial, Rural Light Industrial, and Rural Heavy Industrial, Rural Community, Agriculture Service Center, Recreational Development, Shoreline Development 1, 2, 3, & 4, Rural Residential 2 & 3 zoning districts. The public hearing will begin at 1:30 p.m. in the Grant County Commissioners Hearing Room on the second floor of the Grant County Court House, 35 C Street, Ephrata, Washington, at which time any person or persons may appear and be heard either for or against the extension of the Interim Zoning regulations. An ordinance annexing property commonly known as the Cascade Valley Annexation, to the City of Moses Lake, Washington, and incorporating the same within the corporate limits of the City of Moses Lake, which provides for the assumption of existing indebtedness.

(This summary is published pursuant to RCW 65.16.160. The full text of the ordinance will be mailed, without charge, to any person upon request.)

The Moses Lake City Council adopted an ordinance which annexes 81.6 acres of property in Cascade Valley.

This ordinance, which was adopted on August 14, 2007 will be force five days after publication.

The minor details, where otherwise not specified, will be left to the discretion of the manufacturer, if those discretionary details are consistent with the overall design concept. All delivery charges, pre-delivery maintenance, and installation services will be included in the price of the bid. The Vendor to whom the bid is awarded, will deliver the complete unit to the City of Moses Lake.

NOTICE OF MITIGATED

DETERMINATION OF

NON-SIGNIFICANCE

NOTICE IS HEREBY GIVEN that the City of Moses Lake issued Mitigated Determinations of Non-Significance (MDNSs) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following projects:

1. Sun Terrace Major Plats 1 through 8 - Subdivide 100 acres into 360 residential lots and one City park in eight plats in the R-1 Single Family Zone. The pro ponent is Kunze Farm Investment Co, Vancouver, WA. The site is located north of I-90 and west of Moses Lake Country Club.

2. Pelican Way Major Plat 1 & 2 - Subdivide 14 acres into 56 residential lots in two plats in the R-1 Single Family Zone. The proponent is Bargals, LLC of Marsyville, WA. The site is located north of Battery Road and on both sides of Wapato Drive.

After review of the completed environmental checklists and other information on file with the City of Moses Lake, the SEPA Responsible Official has determined that the proposals will not have a probable adverse impact on the environment if the stipulated mitigation is provided. Pursuant to WAC 197-11-340(2) the lead agency will not act on these proposals for 14 days from the date of determination. Comments on the MDNSs must be submitted by August 29, 2007 to the Responsible Official.
