D E T E R M I N A T I O N O F N O N S I G N I F I C A N C E

DESCRIPTION OF PROPOSAL:

Wanapum Dam Tailrace Concrete/Debris Repositioning Project: Public Utility District No.2 of Grant County (Grant PUD) is currently constructing a fish bypass facility in the future units section of Wanapum Dam. The Wanapum Dam Future Unit Fish Bypass (fish bypass) is being constructed in accordance with Reasonable and Prudent Alternative #3 of the NOAA Fisheries 2004 Biological Opinion for the Priest Rapids Project. Construction on the fish bypass began in September 2005. During the initial construction of the fish bypass underwater foundation concrete apparently migrated from the construction area to the tailrace area immediate ly below Turbine Units 9 and 10. A dive inspection revealed approximately 209 yards of broken concrete below Turbine Units 9 and 10, some of which originated from the fish bypass construction area and some from the original construction of Wanapum Dam. The concrete debris extends approximately 35 feet downstream of tur bine units 9 and 10. The concrete is made up of irregular pieces and slabs based on diver observations. Approximate sizes of the concrete pieces and slabs range from 4 x 3 x 1_ feet to 12 x 6 x 1_ feet. There are also layers of concrete that filled or partially filled the debris trench immediately in front of units 9 and 10. Figure 2 shows a plan view of the general locations, concentrations/amounts, sizes, and extent of the concrete debris located downstream of units 9 and 10. The dive inspection also revealed some cobble to boulder-sized rock debris (~70 cubic yards) from the initial excavation of the Wanapum Dam powerhouse downstream of turbine units 9 and 10 (Figures 2 and 3). The plan view of the concrete debris also delineates locations of the rock debris which needs to be removed to prevent creating environments hospitable to predatory fish species. Figures 3 and 4 are pre- and post-profile views of the concrete and debris to be repositioned. Grant PUD notified the Washington Department of Ecology and Department of Fish and Wildlife on March 23, 2007 (Attachment A) and again on July 30, 2007 (Attachment B) regarding this concrete and rock debris.

Grant PUD proposes to use a barge-mounted crane and clam-shell bucket, slings, and/or flotation bags to remove the 209 cubic yards of broken concrete in front of units 9 and 10 and then place them at the base of the north and east sides of the fish bypass to provide structural support. Figure 1 in Attachment B shows the gen eral layout of work locations. 70 cubic yards of cobble and boulder debris downstream of turbine units 9 and 10 will then be removed and placed on top of or in same area as the concrete debris at the north and east foun dation base of the fish bypass. In addition, material that was previously excavated as part of the initial fish bypass construction and placed downstream of future units 12 and 13 (= 5,000 cubic yards) will also be re-posi tioned to cover the concrete debris at the base of the fish bypass, providing additional structural support.

Wanapum Dam spans the Columbia River at river mile 415.5, (Grant and Kittitas counties, Washington) at coor dinates: Latitude 46° 52' 22.631" North; Longitude 119° 58' 16.480" West, in Section 17, Township 16 North, Range 23 East, W.M., approximately five miles south of the I-90 bridge at Vantage, Washington.

The proposed concrete repositioning work will take place adjacent and downstream of turbine units 9 and 10 at Wanapum Dam.
