NOTICE TO CONTRACTORS

NOTICE IS HEREBY GIVEN, that sealed bids will be received either by mail or hand delivered by Grant County at the Office of the Board of County Commissioners, located in the County Courthouse, P.O. Box 37, 35 C Street NW - Room 207, Ephrata, Washington, 98823, until 1:30 p.m., Tuesday, August 14, 2007 and will then and there be opened and publicly read for the construction of the improvements. The name and address of the bidder shall be on the outside of the envelope.

All bid proposals shall be accompanied by bid proposal deposit in cash, a certified check, cashier's check, or surety bond payable to Grant County, in an amount equal to five percent (5%) of the amount of such bid proposal. No conditional bid bond will be accepted. Should the successful bidder fail to enter into such contract and furnish a satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to Grant County.

Plans and Specifications may be purchased from the office of the County Engineer, 124 Enterprise St. S.E., Ephrata, Washington 98823, Phone: (509) 754-6082. The contact person is Derek Pohle, P.E. The plans and specifications are provided for a non-refundable deposit of $25.00 for each set, plus a $5.00 postage and handling fee, if mailing is requested.

Informational copies of the Plans and Specifications are on file for inspection purposes at the Grant County Public Works Building, 124 Enterprise St. S.E., Ephrata, Washington 98823, and only in the Chapter Offices of the AGC in Seattle and Spokane, and other various Plan Centers located in Washington, as requested.

The Board of County Commissioners of Grant County, Washington, reserves the right to reject any and all bids. The award of the contract, if made, shall be made to the qualified responsive bidder submitting the lowest responsible bid.

This work may generally be described as construction of the evaporation pond for the Ephrata Landfill, which is just north of the new Ephrata Landfill area. The work to be performed under this contract shall be the following: excavation, embankment, grading; placement of a bedding layer, installation of a geotextile cushion layer, installation of two (2) 60-mil HDPE geomembrane liner; and installation of a leak detection system. Also, the work will include the excavation/embankment and grading of access roads. See the Proposal on page LD-7 for construction period for this project.

No bidders may withdraw his/her bid after the hour set for the opening thereof or before award of contract unless said award is delayed for a period exceeding sixty (60) days from the date of bid opening.

The Petitioners Tod Filer and Annette Filer filed a Petition for Addition of Land to Moses Lake Irrigation and Rehabilitation District pursuant to RCW 87.03.560, dated July 27, 2007.

The Petitioners seek to add certain property owned by the Petitioner to the existing boundary for the Moses Lake Irrigation and Rehabilitation District ("District"). Petitioner's property to be included in the District boundary is described as follows:

All persons interested in matters related to the Petition, or that may be affected by such change of the boundaries of the district, shall appear at the offices of the Moses Lake Irrigation and Rehabilitation District, 932 E. Wheeler Road, Moses Lake, Washington, at 7:00 p.m. on the 14th day of August, 2007, and show cause in writing why the change in the boundaries of the Moses Lake Irrigation and Rehabilitation District, to include the above described property, as stated in the Petition, should not be made.

DESCRIPTION OF PROPOSAL:

45 KT 21 Archaeological Site Remediation Project: The 45 KT 21 archaeological site is located in and around a cave adjacent to the mid-Columbia River in Wanapum Reservoir, Kittitas County, in Central Washington. Human disturbance such as looting, vandalism, and animal activities have occurred at the site throughout time. Public Utility District No. 2 of Grant County (Grant PUD) purposes to protect the site by armoring the cave floor with several grades of fill material and replacing the basalt rip-rap adjacent to the site to prevent further destruction of archaeological resources and erosion associated with past site access.

The proposed 45 KT 21 archaeological site remediation includes armoring the floor of the cave, the eroded hillside adjacent to the mouth of the cave, and the Columbia River shoreline extending below the ordinary high water mark (OHWM). The existing cave floor will be covered with sand, 1 inch minimum depth over the entire cave floor. This will serve as a marker horizon for monitoring and long-term management. Following the deposition of the marker horizon, a geosynthetic grid ground cloth will be laid over the sand. The geosynthetic grid cloth will be covered with gravel 6 inches in depth and composed of broken basalt of 2 inch maximum dimension with little to no material smaller than 1/2 inch. The gravel will be covered with 12 inch deep light rip-rap (broken basalt) which will vary in size from 4 to 8 inches. The eroded hillside and near shore area adjacent to the cave will be covered only with rip-rap as described above (approximately 20 linear feet). All deposition of sand, geosynthetic grid ground cloth, gravel, and rip-rap in the cave will be conducted through use of hand labor, and mechanical belt conveyance system. The shoreline rip-rap will be placed through use of hand labor and a mechanical belt conveyance system temporarily assembled at the site to assist laborers moving the rip-rap into the cave and the adjacent hillside and shoreline. The proposed project will require a Hydraulic Project Approval (HPA) permit from the Washington State Department of Fish & Wildlife (WDFW) and a Biological Assessment (BA) (Attachment D) from the USCOE. The project will comply with the terms and conditions set forth in the permits received for this project. Other conservation measures proposed include: performing all work during the fisheries-designated work window; minimizing impacts to nearshore, shallow water habitat by utilizing the LCM vessel as much as feasibly possible; placing a silt fence or other appropriate materials above the OHWM at the edge of the construction limits; using a sling tarp whenever any over water work is taking place; and re-vegetating upland disturbed areas with a mix of native grasses, forbs, and sterile erosion-control grasses (as appropriate).

The proposed project includes preparation and staging of equipment and material stockpiles at the north end of the Sunland Estates public boat launch parking lot. Materials will be loaded onto the landing craft mechanized vessel (LCM) above the OHWM using a small wheeled front end loader (Bobcat or similar) and then transported to the project location. The materials will be off-loaded from the LCM vessel and deposited within the cave and adjacent hillside and shoreline through use of hand labor and a mechanical belt conveyance system temporarily assembled at the site to assist laborers.

This project will be constructed in six phases to minimize disturbance and maintain a safe working environment. The estimated project start date is December 1, 2007, with an anticipated completion date of December 21, 2007. Hours of construction will be approximately 7:00 a.m. to 5:00 p.m. The approximate number of working days shall be 15 days.

Prior to delivery of the materials to the staging/stockpiling location, silt curtains will be erected around the parameter of the area. After the materials and equipment have been positioned, the LCM will be fitted with a sling tarp and loaded with sand, gravel, or basalt using a wheeled loader (Bobcat or similar) from the staging/stockpiling area. Approximately 12 tons of material will be loaded on the LCM each load. Materials will be placed in the LCM well deck against the wood bulkhead and spread across the deck to balance the vessel (heavy on the starboard side to offset the weight of the conveyor and excavator on the port side).

(2) Records, maps, and other information, acquired during watershed analysis pursuant to the forests and fish report under RCW 76.09.370, that identify the location of archaeological sites, historic sites, artifacts, or the sites of traditional religious, ceremonial, or social uses and activities of affected Indian tribes, are exempt from disclosure under this chapter in order to prevent the looting or depredation of such sites.

Thomas and M'Lee Jackson have applied for a Site Plan Review on June 21, 2007. The application was determined to be complete and ready for review on August 6, 2007. The proposal is to construct a 1,800 square foot building for a two-bay automatic car wash, in the (C-2) General Commercial zone. The site is located at 620 S. Pioneer Way; on property described as Lots 5 and 6, Besselman Addition. The project has been determined to be consistent with the City's Comprehensive Plan and the following Development Regulations are applicable to the project: Moses Lake Municipal Code 18.35.

The Planning Commission will conduct a Public Hearing on September 13, at 7:00 p.m. in the City Council Chambers located at 401 S. Balsam Street. All interested persons are encouraged to attend and provide comment. Written comments on this proposal, from the public, will be accepted until 5:00 p.m. on September 13, 2007.
