The Personal Representative named below has been appointed as personal representative of this Estate. Any person having a claim against Decedent that arose before Decedent's death must, before the time the claim would be barred by any otherwise applicable statute of limitations, present the claim in the manner as provided in RCW Ch. 11.40.070 by: (a) Serving on or mailing to the Personal Representative or the Personal Representative's attorney at the address stated below a copy of the claim; and (b) filing the original of the claim with the Court. The claim must be presented within the later of: (a) Thirty days after the Personal Representative served or mailed the notice to the claimant as provided under RCW Ch. 11.40.020(3); or (b) four months after the date of first publication of the probate notice to the creditors. If the claim is not presented within this time frame, the claim will be forever barred, except as otherwise provided in RCW Ch. 11.40.051 and 11.40.060. DESCRIPTION OF PROPOSAL:

Crab Creek Pole Replacement Project: Grant County PUD proposes to replace a single existing wooden 40' distribution line pole with a new 40' wood pole during winter of 2007/2008 when the ground is frozen. The existing distribution pole is within 35 feet of the ordinary high water mark on the east side of Crab Creek approximately 1,792 feet north, northeast of the State Highway No. 17 crossing of Parker Horn of Moses Lake, Washington. This pole was damaged by a beaver gnawing on the butt end of the pole roughly 2 to 3 feet off the ground, thereby chewing a significant portion of the pole away and seriously weakening it. This damaged pole needs to be replaced with a new wood pole at the earliest opportunity to avoid a line outage.

Access to the pole will require short term vehicular travel across an existing palustrine wetland habitat type. All work is proposed to be done during periods of freezing temperatures to avoid serious or long term impacts to this wetland. If necessary cribbing or the laying down of ground mats for the vehicles to travel on will be temporarily installed. Linemen will disconnect the distribution conductors from the insulators. Once that is complete a backhoe will remove the old pole, clean out the old hole with an auger and then re-install a new wood distribution pole into the same hole. At no time will any of this work occur in Crab Creek nor will excavated material be allowed to enter Crab Creek.

Once the new single pole is installed, the site will be cleared of all extraneous construction material, cribbing, if used, will be removed and the site allowed to recover.

As a final step to prevent future beaver damage to the new pole, the bottom five or six feet of the distribution pole will be wrapped with a heavy plastic or large gauge wire mesh material to stop beavers or other animals from gnawing.

Crab Creek Pole Replacement Project: This proposed pole replacement project is on the eastern shore of Crab Creek north of Parker Horn of Moses Lake in Section 14, Township 19 N, Range 28 EW, M, Grant County, Washington at 47° 08' 44" North, 119° 15' 52" West. Access to the pole will be from Road 4 NE (Cherokee Road East).

Notice of Application and Public Hearing

Clearwater, L.L.C. has submitted the Woodcrest Major Plat application with a request to dedicate right of way width at 56' and construct streets at 32' from back of curb on April 23, 2007. The application was determined to be complete and ready for review on April 26, 2007. The proposal is to subdivide 6.87 acres into 26 residential lots in the R-1, Single Family Zone. The site is located at the southeast corner of the Valley Road and Paxson Drive intersection. A SEPA checklist was required. The project has been determined to be Consistent with the City's Comprehensive Plan, and the following Development Regulations are applicable to the project: Moses Lake Municipal Code Title 18 Zoning, Title 14 Environmental Regulations, Title 17 Subdivisions, and Title 20 Development Review Process.

Written comments on this proposal will be accepted until 5:00 p.m. on May 17, 2007 Public comment may be provided up to the date of the public hearing which is scheduled for June 14, 2007 at 7:00 p.m. in the City Council Chambers located at 401 Balsam Street. In addition, persons who want to be informed of future actions or the final decision on this proposal should provide their name and address to the project planner. The final decision on this proposal will be made within 120 days of the date of the notice of completion and may be appealed according to the City appeal provisions specified in Chapt. 20.11, Appeals.
