DETERMINATION OF

NON-SIGNIFICANCE

NOTICE IS HEREBY GIVEN that the City of Moses Lake issued a Mitigated Determination of Non-Significance (MDNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project:

Sunburst Multi-Family Major Plat - Subdivide 3.79 acres of land into 16 lots for duplex and 4-plex development. The proponent is Cascade Construction of SW WA Inc., Longview, WA. The site is legally described as Lot 1 and a portion of Lot 2, Block 3, Crestview Court Major Plat, and is located north of Sunburst Court and east of Grape Drive in the Crestview Court Planned Unit Development. The underlying zoning is R-3, Multi-family.

After review of the completed environmental checklist and other information on file with the City of Moses Lake, the SEPA Responsible Official has determined this proposal will not have a probable adverse impact on the environment if the stipulated mitigation is provided. Pursuant to WAC 197-11-340(2) the lead agency will not act on this proposal for 14 days from the dat of determination. Comments on the MDNS must be submitted by May 9, 2007 to the Responsible Official.

EASTLAKE BOOSTER PUMP STATION - 2007

Sealed bids will be received at City Hall, 321 South Balsam, (P.O. Box 1579), Moses Lake, Washington 98837 until May 17, 2007, 2:00 p.m., for the above named improvement. Said bids will be opened and publicly read at that time. All bids shall be received before said opening time in sealed envelopes with "EASTLAKE BOOSTER PUMP STATION - 2007" marked plainly thereon.

All bids shall be accompanied by a deposit in the form of a postal money order, cashier's check, or surety bond in an amount equal to 5 percent of the bid. Should the successful bidder fail to enter into a contract and/or to furnish a satisfactory contract bond within the time stated in the specifications, the deposit shall be forfeited to the City.

Copies of plans and specifications are on file at various construction councils and at City Hall and may be obtained for a non-refundable fee of $53.95 at the above address. Only bids from those who have purchased plans and specifications will be accepted per the special provisions.

Estimated Project Cost: $550,000

The City Council reserves the right to reject any or all bids if such action is in the best interest of the City.
