TAKE NOTICE:

Mr. Gerald Brown of Royal City has made an APPLICATION FOR CHANGE/TRANSFER of Water Right to change the place of use of Groundwater Permit G3-29201 to the Board. The board has designated such application for active Board review and has assigned number GRAN-06-011 to this application. The Department of Ecology has assigned their tracking number CG3-29201@4

That Ground Water Permit G3-29201P with a priority date of May 26, 1992 has current authorization for 6300 gallons per minute, 2880 acre-feet per year, for seasonal irrigation of 960 acres within: All of Section 12; the N1/2 of Section 13, lying northerly of the W61C Canal; Both in T17N, R23E, W.M.; AND the W1/2 of the SW1/4 of Section 6, T17N, R24E, W.M.; AND that portion of NE1/4 of Section 27 and W1/2 of the NW1/4 of Section 26 all in T17N, R23E, W.M. lying within the existing 1565 foot radius wet area circle covering 163 degree arc, an area of 80 acres plus or minus. The proposed new place of use if 960 acres within:. All of Section 12; the N1/2 of Section 13, lying northerly of the W61C Canal; Both in T17N, R23E, W.M. AND the SW1/4 of the SW1/4 of Section 6, T17N, R24E, W.M.; AND 120 acres within a 1290 foot circle radius within the NE1/4 of section 9, T17N, R23E; AND that portion of the NW1/4 of Section 10, T17N, R23E that lies west of the Bonneville Power Lines. There is no change to the authorized amount of water, its purpose of use, or points of withdrawal.

Any interested party may submit comments, objections, and other information to the board regarding this application. The comments and information may be submitted in writing or verbally at any public meeting of the board held to discuss or decide on the application. Additionally, the Water Conservancy Board will consider written comments or information provided within thirty (30) days from the last date of publication of this notice, said written comments or information to be provided to its office located at 3953 Airway Drive, Moses Lake, WA 98837.

Any protests or objections to the approval of this application may be filed with the Department of Ecology and must include a detailed statement of the basis for objections. Protests must be accompanied by a fifty dollar ($50.00) recording a fee and filed with the Department of Ecology, P.O. Box 5218, Lacey, WA 98509-5126 within thirty (30) days from April 16, 2007.

NOTICE TO CONTRACTORS

Sealed bids will be received at City Hall, 321 South Balsam, (P.O. Box 1579), Moses Lake, Washington 98837 until May 1st, 2007 at 10:00am, for the above-named improvement. Said bids will be opened and publicly read at that time. All bids shall be received before said opening time in sealed envelopes with iSEAL COAT PROJECT 2007i marked plainly thereon.

All bids shall be accompanied by a deposit in the form of a postal money order, cashier's check, or surety bond in an amount equal to 5 percent of the bid. Should the successful bidder fail to enter into a contract and/or to furnish a satisfactory contract bond within the time stated in the specifications, the deposit shall be forfeited to the City.

Copies of plans and specifications are on file at various construction councils and at City Hall and may be obtained for a non-refundable fee of $32.37 at the above address. Only bids from those who have purchased plans and specifications will be accepted per the special provisions.

PROJECT DESCRIPTION: This project consists of applying a chip seal over approximately 105,000 square yards with Class D chips, approximately 62,650 square yards with Class B chips, and fog sealing approximately 105,000 square yards on various streets throughout the city using a high float emulsion. Other work includes applying temporary raised pavement markings, sweeping, utility adjustments, crack repair using a specified membrane, flushing streets, brooming, traffic control and permanent pavement markings.

Estimated Project Cost: $500,000.00

The City Council reserves the right to reject any or all bids if such action is in the best interest for the City.

City of Moses Lake

Notice of Application, Completeness,

and Public Hearing

Mosesvue LLC has applied for a Site Plan Review on March 27, 2007. The application was determined to be complete and ready for review on April 10, 2006. The proposal is to construct a 10,600 square foot steel building for an office and warehouse, in the (L-I) Light Industrial zone. The site is located at 211 S. Hamilton Road; on property described as Lots 10 and 11, of the Bud Wiser Plat. The project has been determined to be Consistent with the City's Comprehensive Plan and the following Development Regulations are applicable to the project: Moses Lake Municipal Code 18.35.

The Planning Commission will conduct a Public Hearing on May 10, 2007, at 7:00 p.m. in the City Council Chambers located at 401 S. Balsam Street. All interested persons are encouraged to attend and provide comment. Written comments on the proposal, from the public, will be accepted until 5:00 p.m. on May 10, 2007. Submit written comments by mail to City of Moses Lake, Community Development Department, P.O. Box 1579, Moses Lake, WA 98837, refer to project name, and include your name and address.

Anyone who wants to be informed of future actions or the final decision on this proposal should provide their name and address to the project planner. The final decision on this proposal will be made within 120 days of the date of the notice of completeness and may be appealed according to the City appeal provisions specified in Moses Lake Municipal Code Chapter. 20.11, Appeals.
