NOTICE OF APPLICATION AND SEPA MDNS
Notice is hereby given that a JARPA (Shoreline Substantial Development & Conditional Use Permit) and SEPA Checklist (file # 06-4622) were received on September 21, 2006 from Dean Del Bianco, P.O. Box 46909, Seattle, WA 98146 (206)935-3395) Agent: John Hermann, CBMI, 3740 Thayer Rd NE., Moses Lake, WA 98837 (509)989-4318 and were found to be technically complete and preliminarily appear to be consistent with the Unified Development Code and other applicable State and local requirements as of September 17, 2006. PROJECT: The construction of a freestanding walkway 4' x 70' connecting to an 4' x 20' dock, which expands to a 10' x 20' "L" shaped area and a freestanding 9' x 10' boatlift, and a 4' wide access path through the shoreline buffer area providing access to the walkway and dock. The walkway is intended to bridge over existing wetland vegetation and provide open water access for the dock. Also, included in this proposal is some limited dredging. The dredging will consist of taking some of the rocks surrounding the location of the dock and placing them under the dock. LOCATION: The site address of the subject area is 3952 Shorecrest Dr. S., Moses Lake, also known as Lot #3 of the Keller Quay Subdivision, located in a portion of the NW 1/4 of S 17, T 19 N., R 28 E., WM. Grant County, WA. (Parcel #12-1138-022) SHORELINE ENVIRONMENT: Suburban. ZONING: Urban Residential - 3. Required mitigation will be pursuant to the Unified Development Code. Copies of the application materials and MDNS are available from Dorothy Black at the Grant County Planning Department at 32 C St. NW, Room 26a, P.O. Box 37, Ephrata WA 98823, (509) 754-2011 extension 625; office hours are 8am - 12pm and 1pm - 5pm, Monday - Friday. Comments must be submitted no later than 5pm November 27, 2006 to the Planning Department. All comments should be as specific as possible and may be mailed, hand delivered or sent by facsimile. Any person has the right to comment, receive notice, participate in any hearings, request a copy of the final decision, and appeal the decision as provided by law and County Code. This may be the only opportunity to comment on the SEPA MDNS and Shoreline Permits.
