DETERMINATION OF NONSIGNIFICANCE

DESCRIPTION OF PROPOSAL:

A new 115 kV (North Quincy) substation is proposed to be constructed on 3.14 acres of land which will be acquired in fee from Yahoo, Inc. This substation is for electrical load to a new Yahoo, Inc. data storage facility in Quincy, Washington. The yard and driveways will either be graveled or paved with asphalt. The existing transmission line running along County Road R NW will be tapped to feed the proposed substation. At the tap, there may be a need to install an additional guy pole on the West side of County Road P NW approximately 50 feet to the west in an alfalfa field. The perimeter of the property will be curbed and fenced with a 7' 6" high chain link fence. A prefabricated steel control building will also be placed within the fenced area. Excavation will be done to level the fenced site, to place conduit runs 30+ inches deep, a ground mat of 4/0 copper wire 18 inches deep on a grid approximately 20 feet on centers and foundations up to 25 feet deep. Transmission line easements will be procured at this time along the Yahoo north and west property lines for future lines if necessary.

The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request.

NOTICE OF PUBLIC HEARING

NOTICE IS HEREBY GIVEN THAT A PUBLIC HEARING WILL BE HELD, on Monday, October 23, 2006 by the Grant County Board of County Commissioners in order to comply with the directives of the Eastern Washington Growth Management Hearings Board issued in case nos. 99-1-0016 and 99-1-0019. The Interim Official Controls adopted through Ordinance 06-234-CC temporarily amend the Limited Areas of More Intensive Rural Development (LAMIRDs), including those areas identified as Rural Community, Agriculture Service Center, Recreational Development, Shoreline Development 1, 2, 3, & 4, Rural General Commercial, Rural Neighborhood Commercial, Rural Freeway Commercial, Rural Recreational Commercial, Rural Light Industrial, Rural Heavy Industrial, by establishing interim zoning boundaries consistent with the Comprehensive Plan land use boundaries established Ordinance 2004-007-CC. The public hearing will begin at 1:00 p.m. in the Grant County Commissioners Hearing Room on the second floor of the Grant County Court House, 35 C Street, Ephrata, Washington, at which time any person or persons may appear and be heard either for or against the interim zoning regulations. REQUEST FOR PROFESSIONAL SERVICES PROPOSAL

Firms wishing to be considered for architectural/engineering design and related services for the Moses Lake School District #161 are requested to submit Statements of Qualifications to Mr. P. J. De Benedetti, Special Assistant to the Superintendent, 920 W. Ivy Ave, Moses Lake, WA 98837, (509) 766-2650.

Project: Proposed two (2) elementary schools, middle school gym and other improvements.

Budget: Approximately $42 million, Maximum Allowable Construction Cost (MACC)

Schedule: Pre-Design: Spring 2007

Construction Start: Late Fall 2007

Funding: Projects shall include State matching funds.

Requests from interested firms are to be submitted as follows:

1. Submittals should identify:

a. Experience designing new or major modernized projects in the State of Washington.

b. Land planning/landscape architecture capabilities.

c. Experience in Washington State "D" Form process.

2. Limit proposals to 20 pages total, including all sheets.

3. Submittals must be received at the District Office: 920 W. Ivy Ave, Moses Lake, WA 98837

4. Five (5) submittals to be received no later than November 13, 2006 at 5:00 p.m.

Sub consultants are to submit proposals with prime consultants applicants rather than submitting them separately.

NOTICE OF MITIGATED

DETERMINATION OF

NON-SIGNIFICANCE

NOTICE IS HEREBY GIVEN that the City of Moses Lake issued a Mitigated Determination of Non-Significance (MDNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project:

Dickens Shoreline Permit - replace an existing dock with a larger one and install watercraft lifts. The proponent is Dick Dickens. The site is located at 2700 Marina Drive in the R-3 Multi-family Residential Zone.

After review of the completed environmental checklist and other information on file with the City of Moses Lake, the SEPA Responsible Official has determined this proposal will not have a probable adverse impact on the environment if the stipulated mitigation is provided. Pursuant to WAC 197-11-340(2) the lead agency will not act on this proposal for 14 days from the date of determination. Comments on the MDNS must be submitted by November 1, 2006 to the Responsible Official.
