Notice of Application Request to Amend/Change/Transfer Artificially Stored Ground Water (ASGW) Application or Permit, Priority Processing Date of May 11, 1995.
TAKE NOTICE: That on 9/22/2006 the City of Quincy of Grant County, WA and Orvis D. Kutschkau, Jr. & Elaine M. Kutschkau of Pasco, WA filed an application to amend/change/transfer water right ("Amendment request") to amend/change/transfer/add points of withdrawal and amend/change/transfer the place of use for the original Application or Permit ("original Application").
That said original Application, under priority processing date of 5/11/1995, was filed for three wells: one within SW1/4NE1/4 and two within NW1/4SE1/4; all within Section 20, T19N, R28EWM. That said original Application was filed for use within a place of use generally described as "the old U&I sugar plant" located within Sec. 20, T19N, R29EWM. That said original Application was filed for purposes of continuous industrial use (1360 acre-feet per year [af/yr]) and continuous irrigation supply (149 af/yr), and withdrawal and use of 2400 gallons per minute (gpm).
That the Amendment request proposes to amend the well sites to consist of the following eight sites only, all within T20N, R24EWM: SE1/4SE1/4, NE1/4SE1/4, SE1/4SW1/4 and SW1/4SE1/4 of Sec. 7; SW1/4SW1/4, NW1/4NW1/4 and SW1/4NW1/4 of Sec. 9; and NE1/4NW1/4 Sec. 19. That the Amendment request proposes to amend the place of use to consist of the following description only: "Area served by the City of Quincy as described in the current water system plan, including any future approved revisions of the plan".
Formal protests or objections against the granting of the Amendment request application must be filed with the Department of Ecology at N 4601 Monroe, Spokane WA 99205. A valid protest must include: name, address, phone number of protesting party; identification of the amendment/change/transfer being protested; a detailed statement of basis for protest; and $50.00 statutory filing fee for each application protested. All letters of protest become public records. Protests must be filed within thirty (30) days from October 13, 2006.

Sealed bids will be received at City Hall, 321 South Balsam, (P.O. Box 1579), Moses Lake, Washington 98837 until October 31, 2006, 2:00 pm, for the above-named improvement. Said bids will be opened and publicly read at that time. All bids shall be received before said opening time in sealed envelopes with "FARMER DRIVE LIFT STATION PROJECT REBID" marked plainly thereon.
All bids shall be accompanied by a deposit in the form of a postal money order, cashier's check, or surety bond in an amount equal to 5 percent of the bid. Should the successful bidder fail to enter into a contract and/or furnish a satisfactory contract bond within the time stated in the specifications, the deposit shall be forfeited to the City.

Notice is hereby given that the public hearings originally scheduled for 12:00 p.m. October 11, 2006 have been canceled and rescheduled to October 31, 2006 12:00 p.m. for the following projects:
1. File # 06-4549, a Conditional Use Permit received on July 21, 2006 from EnCana Oil & Gas Inc. Box 1154, Ephrata, WA 98823 (509-754-2468) for the Modification of an existing Conditional Use Permit (06-4428) to include opening the facility to "public access" for the collection of residential/commercial solid waste and recycling items at an existing transfer station and recycling collection center located in the Urban Heavy Industrial zone. 4. File #00-3018-01, a request from WA State Department of Transportation (Designated Contact: Jerald Roseburg, PO Box 98, Wenatchee, WA 98807-0098, tel.: 509-667-3035) for a 5-year review of a conditional use permit that was originally approved on March 14, 2001. The original Conditional Use Permit was to reactivate a gravel pit for mining, crushing and stockpiling of road building materials, and producing asphalt concrete pavement on an 80-acre parcel. DETERMINATION OF NONSIGNIFICANCE
DESCRIPTION OF PROPOSAL:
A new 115 kV (North Quincy) substation is proposed to be constructed on 3.14 acres of land which will be acquired in fee from Yahoo, Inc. This substation is for electrical load to a new Yahoo, Inc. data storage facility in Quincy, Washington. The yard and driveways will either be graveled or paved with asphalt. The existing transmission line running along County Road R NW will be tapped to feed the proposed substation. At the tap, there may be a need to install an additional guy pole on the West side of County Road P NW approximately 50 feet to the west in an alfalfa field. The perimeter of the property will be curbed and fenced with a 7' 6" high chain link fence. A prefabricated steel control building will also be placed within the fenced area. Excavation will be done to level the fenced site, to place conduit runs 30+ inches deep, a ground mat of 4/0 copper wire 18 inches deep on a grid approximately 20 feet on centers and foundations up to 25 feet deep. Transmission line easements will be procured at this time along the Yahoo north and west property lines for future lines if necessary.

PUBLIC HEARING NOTICE
REVENUE SOURCES FOR CITY'S 2007 CURRENT EXPENSE BUDGET
SETTING PROPERTY TAX LEVY
The City Council shall meet on October 24 and November 14, 2006 at 7 p.m. in the Council Chambers pursuant to RCW 84.55.120 and hold pubic hearings on revenue sources for the city's 2007 current expense budget and on the estimated amount of property taxes to be received from assessed valuations on property within the City of Moses Lake. "Current expense budget" means that budget which is primarily funded by taxes and charges and reflects the provision of on-going services. "Current expense budget" does not mean the capital, enterprise, or special assessment budgets of the city. The hearing shall include consideration of possible increases in property tax revenues. The proposed 2006 property tax levy for collection in 2007 is $2,776,819, which is the amount levied in 2005 for collection in 2006, plus an increase of 1.00% on the maximum tax rate allowed by law which is an estimated increase of $27,768 plus an increase equal to the amount allowed under the new construction provisions of RCW 84.55.010, any increase due to the annexation of new territory and any increase in the value of state-assessed utility property. After the October 24, 2006 public hearing the City Council shall consider the first reading of an ordinance setting the 2007 property tax levy. The City Council shall then meet on November 14, 2006 at 7 p.m. in the Council Chambers and after holding another public hearing pursuant to RCW 84.55.120 shall consider the second reading of an ordinance setting the 2007 property tax levy.

PUBLIC HEARING NOTICE
The Preliminary Budget for the 2007 fiscal year has been filed with the Finance Director. Copies of the preliminary budget may be examined and/or obtained at the Office of the Finance Director during normal business hours.
The City Council shall meet on November 14, 2006 at 7 p.m. in the Council Chambers to consider the first reading of an ordinance adopting the 2007 budget. The City Council shall meet on November 28, 2006 at 7 p.m. in the Council Chambers and, following a public hearing, shall consider the second reading of an ordinance fixing and adopting the 2007 budget. Any taxpayer will have the right to appear and provide written and oral comments for or against any part of the budget and ask questions concerning the entire budget at the public hearing.
