We are a prospective applicant under the Rural Broadband Access Loan and Loan Guarantee Program being administered by the Rural Development, Utilities Programs (Rural Development), United States Department of Agriculture. We are required, as a prospective applicant, to announce our intent to provide broadband services (200 kilobits upstream and downstream) to communities in the State of Washington in Grant County, including the communities of:

Banks Lake South, Coulee City, Electric City, Grand Coulee, and Hartline

Incumbent broadband service providers have 30 days from the date of this Legal Notice to inform Rural Development if they are currently providing broadband service in these areas or if they have a commitment to provide service in these areas. Incumbent broadband service providers should submit to Rural Development, on a form prescribed by Rural Development, the number of residential customers receiving broadband service in the proposed service area, the rates of data transmission, and the cost of each level of service or proof of commitment to provide service in the proposed service area. A map should also be provided showing the boundaries of your service area in relation to the communities above.

NOTICE OF INDUSTRIAL WATER DISCHARGE PERMIT APPLICATION AND PROPOSED PERMIT NO. ST-5386

TAKE NOTICE:

Ochoa Foods, located in Warden, Washington, has applied for a renewal of State Waste Discharge Permit No. ST-5386 according to the provisions of Chapter 90.48 RCW and Chapter 173-216 WAC. The permit will allow the discharge of process wastewater associated with their potato processing facility to the city of Warden's industrial wastewater treatment facility. The maximum daily discharge from the processing facility is approximately 965,000 gallons per day. Final treatment is via spray irrigation from the industrial wastewater treatment facility.

Interested agencies, organizations or persons desiring to express their views or to be notified of the Department's action on this application and subsequent permit should notify, in writing: Water Quality Permit Coordinator, Department of Ecology, 4601 N. Monroe St., Spokane, WA 99205, of their interest within thirty (30) days of the last date of publication of this notice.

NOTICE OF PUBLIC HEARING

NOTICE IS HEREBY GIVEN that a public hearing will be held by the Grant County Board of Commissioners in the Commissioners' Hearing Room, Court House, Ephrata, Washington on Wednesday, November 29th, 2006 at 3:00 pm.

The purpose of the public hearing is to review community development and housing needs, inform citizens of the availability of funds and eligible uses of the state Community Development Block Grant (CDBG), and receive comments on proposed activities, particularly from low-and moderate-income persons and persons residing in the Grant, Adams, and Lincoln County Areas.

$170,844.00 will be available to Grant County and the North Columbia Community Action Council (NCCAC) to fund public service activities that principally benefit low-and moderate-income persons.

The draft applications for the CDBG / Public Service Grant proposal will be available for review at the Grant County Commissioners Office on and after the previously stated hearing date. Comments may also be submitted in writing to Grant County Commissioners, at CDBG / PSA. Grant County Courthouse, Ephrata, WA, 98823 until noon, November 29th, 2006.

Comments on the County's and Community Action Agency's performance and use of their 2006 CDBG Public Service Grant awards will also be received.
