DETERMINATION OF NONSIGNIFICANCE

AND ADOPTION OF EXISTING

ENVIRONMENTAL DOCUMENTATION

NOTICE IS HEREBY GIVEN, that the Grant County Planning Commission will conduct a public hearing in accordance with Chapter 25.12 of the Grant County Unified Development Code to consider proposed amendments to the Grant County Comprehensive Plan and Development Regulations in accordance with the criteria listed in the Unified Development Code adopted in October, 2000, and in accordance with and mandated by State Law RCW 36.70A.

DESCRIPTION OF CURRENT PROPOSAL:

A non-project proposal to consider the adoption of amendments to the Grant County 1999 GMA Comprehensive Plan and 2000 Unified Development Code. Updates will include State Mandated amendments, analysis, and review of the 1999 Comprehensive Plan and 2000 Unified Development Code Regulations including, but not limited to: 1) Land Use Element, 2) Housing Element, 3) Transportation Element, 4) Public Participation; 5) Zoning Code, 6) Resource Lands, 7) Subdivision, 8) Concurrency, 9) Environmental Review, 10) Administration, and 11) Population projections.

The proposed changes will heard on Tuesday, November 14, commencing at 6:00 p.m. in the Grant County Commissioners Hearing Room on the second floor of the Grant County Courthouse, 35 C Street NW, Ephrata, WA 98823, at which time any person may appear and be heard either for or against the approval of the proposed amendments to be considered at the public hearing.

NOTICE

The Washington Department of Fish and Wildlife intends to start the rehabilitation of Vic Meyers and Park Lakes and connecting drainage in Grant County November 16 - 26, 2006.

The pesticide to be used is an organic, natural compound called rotenone. The pesticide and active ingredients to be used are powdered rotenone at 7.0-8.2% active ingredient and liquid rotenone at 5% active ingredient. The targeted total concentration of rotenone product in the water is less than or equal to 1 part per million for Park Lake and less than or equal to 4 parts per million for Vic Meyers Lake and the drainage to Park Lake. Lake rehabilitation involves the treatment of the water with rotenone to eradicate undesirable species of fish. The undesirable species of fish are yellow perch, pumpkinseed sunfish, largemouth bass, smallmouth bass, brown bullheads, bluegill, and sculpins. These species have overpopulated the lakes and eliminated the desired trout fishery. Rotenone is non-persistent in the environment and not toxic to humans or livestock at levels used to eradicate fish.

Notices will be posted along the shorelines, public boat launches, and other areas of normal access to the water. Please obey the following use restrictions within the posted treatment area:

1) No fish can be taken and eaten from the lake during the treatment period.

2) Do not use water to irrigate crops during the treatment period.

3) Do not use as potable water source during the treatment period.

4) Do not swim in the lake until the rotenone product is thoroughly mixed.

The above list details the water use restrictions applicable to Park and Vic Meyers Lakes and connecting drainages for the duration of rotenone toxicity. Rotenone toxicity will persist for 3 to 8 weeks. Assays will be done to determine lake toxicity, and water use restrictions will be removed when the lake detoxifies.

The pesticide treatment is regulated under permit by the Washington Department of Ecology Water Quality Program, Eastern WA Regional Office (509) 329-3515. These pesticides have been approved for this purpose by the Environmental Protection Agency and the Washington Department of Agriculture.
