REVENUE SOURCES FOR CITY'S 2007 CURRENT EXPENSE BUDGET

SETTING PROPERTY TAX LEVY

The City Council shall meet on October 24 and November 14, 2006 at 7 p.m. in the Council Chambers pursuant to RCW 84.55.120 and hold pubic hearings on revenue sources for the city's 2007 current expense budget and on the estimated amount of property taxes to be received from assessed valuations on property within the City of Moses Lake. "Current expense budget" means that budget which is primarily funded by taxes and charges and reflects the provision of on-going services. "Current expense budget" does not mean the capital, enterprise, or special assessment budgets of the city. The hearing shall include consideration of possible increases in property tax revenues. The proposed 2006 property tax levy for collection in 2007 is $2,776,819, which is the amount levied in 2005 for collection in 2006, plus an increase of 1.00% on the maximum tax rate allowed by law which is an estimated increase of $27,768 plus an increase equal to the amount allowed under the new construction provisions of RCW 84.55.010, any increase due to the annexation of new territory and any increase in the value of state-assessed utility property. After the October 24, 2006 public hearing the City Council shall consider the first reading of an ordinance setting the 2007 property tax levy. The City Council shall then meet on November 14, 2006 at 7 p.m. in the Council Chambers and after holding another public hearing pursuant to RCW 84.55.120 shall consider the second reading of an ordinance setting the 2007 property tax levy.

NOTICE OF FILING OF 2007 PRELIMINARY BUDGET

PUBLIC HEARING NOTICE

The Preliminary Budget for the 2007 fiscal year has been filed with the Finance Director. Copies of the preliminary budget may be examined and/or obtained at the Office of the Finance Director during normal business hours.

The City Council shall meet on November 14, 2006 at 7 p.m. in the Council Chambers to consider the first reading of an ordinance adopting the 2007 budget. The City Council shall meet on November 28, 2006 at 7 p.m. in the Council Chambers and, following a public hearing, shall consider the second reading of an ordinance fixing and adopting the 2007 budget. Any taxpayer will have the right to appear and provide written and oral comments for or against any part of the budget and ask questions concerning the entire budget at the public hearing.

NOTICE OF MITIGATED

DETERMINATION OF

NON-SIGNIFICANCE

NOTICE IS HEREBY GIVEN that the City of Moses Lake issued a Mitigated Determination of Non-Significance (MDNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project:

Safeway Fuel Station - Demolish two existing buildings, (Godfather's Pizza and Pioneer Muffler). Construct a 3,653 square foot fueling canopy with 6 fuel dispensers, a small sales kiosk/convenience store, and a carwash. The site is located at 517 S. Pioneer, adjacent to the existing Safeway grocery store, in the C-2, General Commercial Zone.

After review of the completed environmental checklist and other information on file with the City of Moses Lake, the SEPA Responsible Official has determined this proposal will not have a probable adverse impact on the environment if the stipulated mitigation is provided. Pursuant to WAC 197-11-340(2) the lead agency will not act on this proposal for 14 days from the date of determination. Comments on the MDNS must be submitted by November 15, 2006 to the Responsible Official.

NOTICE TO CONTRACTORS

Sealed bids will be received from qualified roofing contractors by the Port of Moses Lake, 7810 Andrews St. NE, Suite 200, Moses Lake, Washington, 98837, until 2:00 p.m., November 20, 2006, for the specified roofing work on the POML tenant (Genie Bldg) located at the Grant County International Airport. Bids received after this time will not be considered.

Each bid must be submitted on the prescribed Bid Form provided within the Specification Documents in the manner provided in the Instructions to Bidders. Bids must be accompanied by Bid security as prescribed in the Instruction to Bidders, payable to the Owner in an amount no less than five percent (5%) of the amount of Bid.
