Notice of Application with Optional DNS
Verizon Wireless submitted a wireless facilities permit application on Nov. 16, 2005. Additional required information was submitted on Dec. 1, 2005, and Apr. 21 and May 8, 2006. The application was determined to be complete and ready for review on May 9, 2006. The proposal is to replace an existing ballfield light pole with a pole 20' taller that includes cellular antennas along with the ballfield lights. The site is located at Lauzier Athletic Complex, 50' east of Grape Dr. and 250' south of Central Dr. in the Public Zone. The project has been determined to be consistent with the City's Comprehensive Plan, and the following development regulations are applicable to the project: Moses Lake Municipal Code (MLMC) Title 14, Environmental Regulations; Title 14, Environmental Regulations; Title 16, Buildings and Construction; Title 18, Zoning; and Title 20, Development Review Process.
Environmental review is required for this project. The City of Moses Lake has reviewed the proposed project for probably adverse environmental impacts and expects to issue a Determination of Non-Significance (DNS) for this project. The optional DNS process in WAC 197-11-355 is being used. This may be your only opportunity to comment on the environmental impacts of the proposed project. No conditions have been identified as being needed to mitigate adverse environmental impacts through SEPA. The project review process may include mitigation measures under applicable codes.
Written comments on this proposal will be accepted until 5:00 p.m. on May 30, 2006. Persons who want to be informed of future actions, or the final decision, on this proposal should provide their name and address to the project planner. The final decision on this proposal will be made within 120 days of the date of the notice of completion and may be appealed according to the City appeal provisions specified in MLMC 20.11, Appeals.
