NOTICE OF PROPOSED MUNICIPAL WASTEWATER

has applied for a renewal of their State Waste Discharge (SWD) permit according to the provisions of Chapter 90.48 RCW and Chapter 173-216 WAC.

Following evaluation of the application and other available information, the Department proposes to issue a permit to the applicant which allows for discharge of treated wastewater to waters of the State. A tentative determination has been made of the effluent limitations and special permit conditions that will prevent and control pollution. A final determination of the permit conditions will be made following evaluation of all timely comments received in response to this notice.

A draft Permit has been developed which would allow the discharge of sanitary wastewater from its municipal lagoon treatment system onto land (alfalfa) via spray irrigation. The average wastewater flow to the lagoons is approximately 200,000 gallons per day. The irrigated land is comprised of 32 acres located just northeast of the town, north of state road 170 and adjacent to the East Low Canal in Section 10, R.30, T.17. The discharge from the facility generally occurs during April through September. The wastewater, following treatment, must meet the requirements of the Washington State Water Pollution Control Act and applicable regulations for a permit to be issued. This permit will authorize the Permittee to discharge via spray irrigation until the approved Water Reclamation and Reuse facility construction and start-up is completed, or until July 31, 2010, which ever comes first. The Department will issue a new Water Reclamation and Reuse permit prior to start-up of the approved facility and infiltration of the reuse water.

PUBLIC COMMENT AND INFORMATION

Ecology is seeking public comment on the proposed permit. Comments should reference specific text followed by proposed modification or concern when possible. Comments may address technical issues, accuracy and completeness of information, the scope of the facility's proposed coverage, adequacy of environmental protection and permit conditions, or any other concern that would result from issuance of this permit. Comments must be submitted within thirty (30) days after publication of this notice to be considered for the Final Determination. Comments should be sent to:

Any interested party may request a public hearing on the proposed permit within thirty (30) days of the publication date on this notice. The request for a hearing shall state the interest of the party and the reasons why a hearing is necessary. The request should be sent to the above address. The Department will hold a hearing if it determines that there is significant public interest. If a hearing is to be held, public notice will be published at least thirty (30) days in advance of the hearing date. In addition, any party responding to this notice with comments will be mailed a copy of a hearing public notice.

The application, fact sheet, proposed permit and other related documents are available at the Departments' Eastern Regional Office for inspection and copying between the hours of 8:00 a.m. and 5:00 p.m. weekdays. Copies may be obtained at a charge of 15 cents per copy sheet.
