CITY OF WARDEN

EDB MITIGATION PROJECT

TRANSMISSION PIPELINE AND EQUIP WELL NO. 7

Sealed proposals will be received by the undersigned at the City of Warden, 201 South Ash Avenue, Warden, Washington 98857, up to 2:00 p.m.; local time on July 7, 2006, for furnishing the necessary labor, materials, equipment, tools, and guarantees thereof to construct the EDB Mitigation Project -Transmission Pipeline and Equip Well No. 7.

The Work to be performed under these Specifications consists of furnishing all labor, materials, and equipment necessary for construction of the Improvements, as shown on the Plans and hereinafter specified. Work shall consist of, but not be limited to, the following:

A. Construction of a well house, including electrical, mechanical, HVAC, plumbing, telemetry, and chlorination systems.

B. Installation of a 250 hp, 1,500 gpm lineshaft turbine pump and motor with variable frequency drive discharge piping and appurtenances.

C. Installation of 3,240 feet of 12-inch HDPE or PVC water transmission pipeline and appurtenances.

D. Optional Owner Selected Item: 300 kw generator.

The work shall be completed within 210 calendar days after the commencement date stated in the Notice to Proceed. All bidding and construction is to be performed in compliance with the request for Proposal, Plans, Specifications, and Contract for this project and any addenda issued thereto which are on file at the office of the City Clerk, City Hall, City of Warden, Washington.

At the time and date stated above, the proposals will be publicly opened and read aloud. Proposals are to be submitted only on the form provided with the Specifications. All proposals must be accompanied by a certified check, cashiers check, money order, or bid bond payable to the "City of Warden" of value not less than five percent (5%) of the total amount bid.

Plans and Specifications may be examined at the office of the City, local plan centers in the project area, or the office of the Project Engineers, Gray & Osborne, Inc., (Yakima at 107 South 3rd Street, Seattle at 701 Dexter Avenue N., #200, or Olympia at 2401 Bristol Court SW, Bldg. A). Copies of the plans and specifications may be purchased only at the Yakima office of the Project Engineers, Gray & Osborne, Inc., (107 South 3rd Street, Yakima, WA 98901), for a non-refundable price of $175.00 including sales tax and shipping. Payment must be made at the time the Project Plans and Specifications are requested. A list of planholders will be made available, by request, through the Project Engineers office prior to the bid opening, via the U.S. mail.

A Pre-bid Conference is scheduled for June 27, 2006. The conference will begin at Warden City Hall at 10:00 a.m. (local time). Prospective bidders are encouraged to participate.

The City of Warden is an Equal Opportunity and Affirmative Action Employer. Small, minority and women owned firms are encouraged to submit. In addition, the established goals for MBE and WBE, respectively, are 7.2% and 6.9%.

Financing of the Project has been provided the State of Washington Community Development Block Grant Program with federal funds from the U.S. Department of Housing and Urban Development. All work performed on this project will be subject to the higher of the prevailing state or federal wage rates.

Bids will be evaluated based on the bidders' qualifications, bids tendered, and monies available. The City of Warden reserves the right to reject any or all bids and to waive minor irregularities or informalities and to further make award of the Project to the lowest responsive, responsible bidder as it best serves the interest of the City.
