DETERMINATION OF NONSIGNIFICANCE
DESCRIPTION OF PROPOSAL:
The creation of a new 115 kV (West Quincy) substation to be constructed on 2.63 acres of land that will be acquired in fee upon completion of the Microsoft Boundary Line Adjustment (City of Quincy). There will be a switch structure and approximately 1/2 mile of new single pole transmission line with distribution line underbuild and fiber optic cable to be constructed on the North side of County Road 10.5 NW from the Quincy Tap Transmission line to the proposed substation. The substation yard and driveways will either be graveled or paved with asphalt. The perimeter of the property will be curbed and fenced with a 7' 6" high chain link fence. A prefabricated steel control building will also be placed within the fenced area. Excavation will be done to level the fenced site, to place conduit runs 30+ inches deep, a ground mat of 4/0 copper wire 18 inches deep on a grid approximately 20 feet on centers and foundations up to 25 feet deep.

The West Quincy Substation is located within a portion of Lot 7, Port District Industrial Park No.2, within the NE1/4 of the SW1/4 of Section 7, Township 20 North, Range 24 East, W.M., Grant County, Washington.
LEAD AGENCY: Public Utility District No. 2 of Grant County
The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request.
[X] This DNS is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for 14 days from the date below. Comments must be submitted by August 14, 2006.
