NOTICE OF APPLICATION TO CONSTRUCT AN AIR POLLUTION SOURCE

The State of Washington Department of Ecology (Ecology) has received a Notice of Construction (NOC) application from the Royal Ridge Fruit and Cold Storage, L.L.C. to install and operate a 150 horsepower boiler at its facility located at 13215 "F" Road SW, in Grant County. The legal description for the location is the SW 1/4 of the NW 1/4 of Section 7 of Township 16N, Range 26E of the Willamette Meridian. After review of the completed application and other information on file with the agency, Ecology has made a preliminary determination that this proposal will conform to all requirements for the air pollutant emissions as specified in Chapter 173-400 WAC and Chapter 173-460 WAC. Copies of the Preliminary Determination and other pertinent information are available for public review at Ecology, 4601 N. Monroe, Spokane, WA 99205-1295, and at the City of Royal City, 445 Camelia Street NE, P.O. Box 1239, Royal City, WA 99357.

Ecology is lead agency for the State Environmental Policy Act lead agency for this project under Chapter 197-11 WAC, and has determined that it will not have a probable significant adverse impact on the environment. The Department has issued a DETERMINATION OF NONSIGNIFICANCE (DNS) for the project. Copies of the DNS and Environmental Checklist are available at no charge from Ecology. The public is invited to comment on the project by submitting written comments within 30 days of this notice to G. Thomas Clark at the above Spokane address. A public hearing may be held if significant public interest is determined to exist.
