NOTICE TO CONTRACTORS

NOTICE IS HEREBY GIVEN, that sealed bids will be received either by mail or hand delivered by Grant County at the Office of the Board of County Commissioners, located in the County Courthouse, P.O. Box 37, 35 C Street NW - Room 207, Ephrata, Washington, 98823, until 1:30 p.m., Tuesday, September 5, 2006 and will then and there be opened and publicly read for the construction of the improvements. The name and address of the bidder shall be on the outside of the envelope.

All bid proposals shall be accompanied by bid proposal deposit in cash, a certified check, cashier's check, or surety bond payable to Grant County, in an amount equal to five percent (5%) of the amount of such bid proposal. No conditional bid bond will be accepted. Should the successful bidder fail to enter into such contract and furnish a satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to Grant County.

Plans and Specifications may be purchased from the office of the County Engineer, 124 Enterprise St. S.E., Ephrata, Washington 98823, Phone: (509) 754-6082. The contact person is Derek Pohle, P.E. The plans and specifications are provided for a non-refundable deposit of $25.00 for each set, plus a $5.00 postage and handling fee, if mailing is requested.

Informational copies of the Plans and Specifications are on file for inspection purposes at the Grant County Public Works Building, 124 Enterprise St. S.E., Ephrata, Washington 98823, and only in the Chapter Offices of the AGC in Seattle and Spokane, and other various Plan Centers located in Washington, as requested.

A pre-bid meeting will be held on Monday, August 21, 2006 at 10:00 a.m. at the landfill. All bidders are encouraged to attend.

The Board of County Commissioners of Grant County, Washington, reserves the right to reject any and all bids. The award of the contract, if made, shall be made to the qualified responsive bidder submitting the lowest responsible bid.

This work may generally be described as removing approximately 2,000 buried steel "55 gallon" drums from Ephrata Landfill. The drums are buried, at least partly in refuse, and covered by approximately 15 feet of overburden comprised of refuse and rocky soil. The overburden must be removed without driving heavy equipment or vehicles over the drums or otherwise damaging the drums. Due to the anticipated depths (to about 30 feet) of the lowest drums, side slopes of the excavation are to be laid back for safety and access to the drums. Excavated overburden and layback material will be stockpiled at least 80 feet from the drum area excavation and later backfilled. Stockpiles and excavation side slopes will need to be covered. The Contractor will be required to dispose of hazardous waste debris comprised of contaminated soil and drum remnants. The Contractor and ENGINEER will identify potential hazardous waste debris by sight and odor or using field instruments. The drums are anticipated to contain solidified paint sludges, organics, inorganics, and solvents from manufacturing sources. Drum disposal is broken into to five drum categories based on the anticipated range of contents and attendant handling, sampling, transport and disposal requirements. The Contractor will be required to sample a representative number of drums, 1 in 20 at a minimum. Once drums are removed, the Contractor may be required to assist with collecting soil samples and removing and disposing contaminated soil. If contaminated soils are removed, limited volumes are anticipated because of shallow bedrock. The ENGINEER will determine the extent to which any contaminated soil will be removed.

No bidders may withdraw his/her bid after the hour set for the opening thereof or before award of contract unless said award is delayed for a period exceeding sixty (60) days from the date of bid opening.
