NOTICE OF DETERMINATION OF NONSIGNIFICANCE

| May 2, 2005 9:00 PM

The Department of Ecology issued a determination of nonsignificance (DNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project:

Quincy Foods wants to have the ability to discharge their corn squeeze process wastewater to land application at a De Minimus rate. The land application will be done by contracts with the local farmers.

The following mitigating measures shall be adhered to: the submittal by Quincy Foods of an engineering report, and plans and specifications to Ecology for review and approval, proposed contracts with local farmers, and the modification of Quincy Food's state waste discharge permit (ST8035) to add this new process wastewater discharge to land at a De minimus Rate.

After review of the completed environmental checklist, the Department of Ecology has determined that this proposal will not have a probable significant adverse impact on the environment.

Copies of the checklist and DNS are available at no charge from: the Department of Ecology, North 4601 Monroe St., Spokane, WA 99205-1295. The public is invited to comment on this DNS by submitting written comments no later than May 17, 2005, to Scott Mallery at the address above.
