NOTICE OF DETERMINATION OF NONSIGNIFICANCE AND APPLICATION FOR COVERAGE UNDER THE STATEWIDE GENERAL PERMIT FOR BIOSOLIDS MANAGEMENT

Notice is hereby given that the City of Moses Lake is applying to the Washington State Department of Ecology for coverage under the statewide General Permit for Biosolids Management.

The City of Moses Lake issued a Determination of Nonsignificance (DNS) on March 4, 2005 for the proposal described in this notice. After review of a completed Environmental Checklist and other information on file with the agency, the City of Moses Lake has determined this proposal will not have a probable significant adverse impact on the environment. Copies of the DNS and the completed Environmental Checklist are available from Anne Henning at the address below no later than April 15, 2005. You may appeal this determination no later than April 15, 2005. Your appeal must be directed, in writing, to Anne Henning at the address below.

Biosolids are produced at the City's Larson (6691 NE Randolph, Moses Lake) and Dunes (1891 Road "K" SE) Wastewater Treatment Plants (WWTP). Biosolids from both sites will be applied to rangeland at the Dunes WWTP site, a permitted land-application site in Grant County. Biosolids produced at Larson WWTP will be transported to the Dunes WWTP site by a contractor selected through a public bidding process. The application rates will be in compliance with the standard agronomic values per the Biosolids Management Permit. The City's Application for Coverage under the Statewide General Permit for Biosolids Management addresses the management of the material at this site.

The City does not provide boisolids to any other facility. Presently, no new land application sites are anticipated, however, future proposals for additional sites will be consistent with the City's application for Coverage under the Statewide General Permit for Biosolids Management, additional environmental review will be completed if needed, and public notice will be provided consistent with Chapter 173-308 WAC, Biosolids Management.

Any persons wishing to comment on this application or desiring to present their views regarding this application to the Department of Ecology or its delegated representative must do so, in writing, within thirty days of the last date of newspaper publication of this notice. Comments should be addressed to Mark Fuchs at the address below.

Any person wishing to request a public hearing or meeting regarding this proposal must direct a written request to Mark Fuchs at the address below by the close of the comment period.

If you wish to be included on an interested parties list to receive notification of activities relating to this project, please notify, in writing, Gerry McFaul, PE at the address below. The City will provide written confirmation by certified mail, return receipt requested, to each interested person or organization that his or her name has been placed on the list.

NOTE: Be sure that comments on the DNS are directed to the Responsible SEPA Official and that comments on the permit application are directed to the Department of Ecology representative.
