CITY OF MOSES LAKE, WASHINGTON MAINTENANCE FACILITY REMEDIAL ACTION CONSTRUCTION SERVICES

Qualified firms are invited to submit bids for remedial action at the City of Moses Lake Maintenance Facility located on the block bounded by Wheeler Road, Block Street, Penn Street, and an un-named gravel road.

Project Description

The principle work to be performed under this project consists of excavation, hauling and disposal of petroleum-contaminated soils from the City of Moses Lake Maintenance Facility. The contaminated soil will be disposed of at the Roosevelt Regional Landfill in Roosevelt, Washington The site is a Model Toxics Control Act (MTCA) listed site.

The work includes the following elements:

i Furnish, install, operate, maintain, and remove temporary controls and facilities, including erosion and sediment control, groundwater collection and treatment, construction entrances, security fences, a liner for contaminated soil stockpile, and traffic control.

i De-commission two existing groundwater monitoring wells.

i Remove and dispose of or salvage existing facilities, including chain link fence, concrete wash rack and sweeper pit, hydrant, and utilities.

i Construct replacement wash rack, sweeper pit and hydrant, with associated utility connections.

i Dispose of drums of investigation-derived waste.

i Excavate, haul, and dispose of petroleum- contaminated soils.

i Backfill excavation with suitable non- contaminated soil (a portion of the backfill will be supplied by the City, and the Contractor

shall supply the balance).

i Underpin the footing of existing maintenance shop.

i Restore areas impacted from construction to their previous condition, including bases, pavements, surface treatments, and utilities.

i Provide surveying and utility location necessary to complete the work and measure quantities.

Complete details of the required work are presented in the Technical Specifications, Drawings, and other documents included in the Bid Package.

The estimated cost of the project is in the range of $500,000 to $1,000,000. The work shall be completed by December 31, 2005.

All personnel working on site will be required to have OSHA 40-hour training in accordance with 29 CFR 1910.120 and site-specific health and safety plans.

A non-refundable fee of $50 is required for each Bid Package. The Bid Package will be sent via overnight delivery or similar means after the fee is received. Make checks payable to Golder Associates.

A pre-bid meeting and site walk-through for potential bidders will be held at the City of Moses Lake Department of Public Works office at 819 E Penn Street, Moses Lake, Washington at 10:00 AM on Tuesday, August 2, 2005. Attendance at the pre-bid meeting and site walk-through is mandatory for all bidders.

It is anticipated that bids will be received and opened at 2:00 PM on August 17, 2005, and that a contractor will be selected within 8 days of bid receipt.
