ADVERTISEMENT FOR BID

In accordance with title 70, Chapter 44, Section 14 of the revised code for the State of Washington, Grant County Public Hospital District #3 hereby gives public notice of the need for materials and work for construction that conforms to all applicable public works requirements including the requirement to pay prevailing wages. As allowed by code, the District hereby invites tenders of a construction bid to be based upon drawings and specifications that meet the requirements contained in the Contract Documents supplied by the District. Sealed bids will be received by Grant County Public Hospital District #3 for a fixed stipulated lump sum General Contract, including all General, Mechanical, Electrical, and associated work for the construction of:

Grant County Public Hospital District #3 will receive sealed bids from qualified contractors ONLY until 4:00p.m., August 4, 2005 at 200 Southeast Blvd., Ephrata, Washington 98823. This final date for submission of bids is not less than 13 days from the date of first publication. Bids received after 4:00 p.m. will not be accepted. Bids will be opened and publicly read aloud immediately after the specified closing time in the Conference Room at Columbia Basin Hospital. Bidders and other interested parties are invited to be present at the opening.

Bid must be to perform work for a fixed stipulated lump sum that excludes Washington State Sales Tax. All bids must be accompanied by a bid bond in an amount not less that 5% of the total bid made payable to Grant County Public Hospital District #3.

Pre-bid conference/tour of the site will be conducted at 10:00 a.m. on Tuesday, July 26, 2005, at 200 Southeast Blvd., Ephrata, Washington 98823. Attendance by General Contractors at pre-bid conference is recommended but not mandatory to be considered as a qualified bidder.

Bid documents may be purchased by bidders from Standard Digital Print Co., Inc.; West 256 Riverside Ave., Spokane, WA 99201; (509) 624-2985, (800) 732-1024, FAX (509) 747-6808.

Prior to the execution of the contract, the successful bidder shall be prepared to furnish and shall furnish separate performance and payment bonds, each in the amount of 100% of the contract sum, plus sales tax, as described in the Instructions to Bidders. The obligee shall be Grant County Public Hospital District #3.

All bonds required in this invitation or under the contract documents shall be issued by a state authorized bonding company, licensed to transact business in Grant County and the State of Washington.

A bidder whose proposal is under consideration shall provide if requested, satisfactory evidence of his financial resources, experience with hospital construction, and the organization and equipment the bidder has available for the performance of the contract. The bidder must be registered with the State of Washington (in accordance with Chapter 18.27 RCW) and shall furnish state registration number.

Bidders shall submit as part of their bid the names of contractors for plumbing, HVAC and electrical work they perform. Failure to do so will render the bid non-responsive and void.

Except with the express permission of the Grant County Public Hospital District #3 Board of Commissioners, no bidder may withdraw their bid after the hour set for the opening, unless the award of the contract has been delayed for (90) days from bid opening.

The District will publicly announce the apparent low bidder during the bid opening; however, Grant County Public Hospital District #3 reserves the right to reject any or all bids, to waive any irregularity or to accept any bid deemed in the best interest of the District. Upon a through review of the bidder's documents, the District will promptly award the contract to the responsible bidder with the lowest responsive bid.

The District retains the right to hold the bid bond of the lowest apparent bidder and the next two lowest bidders for (90) days after the bid opening, or until a contract has been executed, which ever is the lesser amount of time. All other bid bonds will be returned as soon as feasible after the bid opening.
