STATE OF WASHINGTON DEPARTMENT OF ECOLOGY NOTICE OF APPLICATION TO LIMIT AN AIR POLLUTION SOURCE

| July 20, 2005 9:00 PM

The State of Washington Department of Ecology (Ecology) has received an application from Basic American Foods, Inc. for a change in the voluntary limit on natural gas consumption in their food processing plant as allowed under the Washington Administrative Code (WAC) 173-400-091, "Voluntary limits on emissions". The limit in natural gas consumption is to reduce their nitrogen oxide emissions to less than 79.80 tons per year. The reduction of emissions was made possible by the closing of their bean plant operations. The application was made for their facility located at 538 Potato Frontage Road, Moses Lake, WA in Grant County. After review of the completed application and other information on file with the agency, Ecology has made a preliminary determination that this proposal will conform to all requirements as specified in Ch. 173-400 WAC and Ch. 173-401 WAC. Copies of the Preliminary Determination and other pertinent information are available for public review at Ecology, 4601 N. Monroe, Spokane, WA and at the Moses Lake Community Development Department, 321 S. Balsam, Moses Lake, WA.

The public notice is required for this action under WAC 173-400-171. The final NOC Approval Order will not be issued by Ecology until the public review process has been completed. The public is invited to comment on the project by submitting written comments within 30 days of this notice to

G. Thomas Clark at the above Spokane address. A public hearing may be held if significant public interest is determined to exist.
