NOTICE OF MITIGATED DETERMINATION OF NON-SIGNIFICANCE

NOTICE IS HEREBY GIVEN that the City of Moses Lake issued a Mitigated Determination of Non-Significance (MDNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project:

Morse Shoreline Permit - Install an 8' x 25' dock on steel plate footings, construct a 30' wide bulkhead, construct a patio abutting the bulkhead, construct a block wall upland of the patio, construct a stairway from the patio to the upland portion of the lot, construct a retaining wall 20' landward of water, and repair an eroded shoreline area by installing Biologs with sand fill behind. Mitigation proposed by the applicant is to supplement existing shoreline vegetation native vegetation and install a drip irrigation system. The proponent is Michael Morse. The site is located at 4090 Cove West Drive in the R-1 Single Family Zone.

After review of the completed environmental checklist and other information on file with the City of Moses Lake, the SEPA Responsible Official has determined this proposal will not have a probable adverse impact on the environment if the stipulated mitigation is provided. Pursuant to WAC 197-11-340(2) the lead agency will not act on this proposal for 14 days from the date of determination. Comments on the MDNS must be submitted by May 11, 2005 to the Responsible Official.
