NOTICE OF APPLICATION FOR PERMIT COVERAGE

Basin Asphalt Company, PO Box 10788, Yakima, WA 98909, is seeking coverage under the Washington State Department of Ecology's General Permit for Process Water and Storm Water Quality Associated with Sand and Gravel Operations, Rock Quarries, and Similar Mining Operations, Including Stockpiles of Mined Materials, Concrete Batch Operations and Hot Mix Asphalt Operations (Sand & Gravel General Permit) for the Peterson Pit. This site is located along the north side of Road 7 NE, 1200 feet west of Stratford Road, in the W_, SE_, Sec.27, T20N., R28E., W.M., in Grant County.

Basin Asphalt Company has applied for permit coverage that includes mining, crushing, screening, gravel stockpiling, and operating a hot mix asphalt plant. This site may be active from March through November, depending on weather conditions. No process water will be generated at this site. Stormwater associated with this operation will evaporate or percolate directly into the pit floor. Monitoring will be required of any on-site stormwater accumulation (ponding) during active operating status.

Any interested party is invited to submit written comments on the proposed permit coverage. Comments must be submitted within thirty (30) days after the last publication date of this notice to be considered for the Final Determination. Publication dates of this notice are April 15, and April 22, 2005. Comments should be sent to: Department of Ecology, Eastern Regional Office, Water Quality Permit Coordinator, 4601 N. Monroe, Spokane, WA 99205-1295.

The Sand & Gravel General Permit, fact sheet, and other related documents are available at the Departments' Eastern Regional Office for inspection and copying between the hours of 8:00 a.m. and 5:00 p.m. weekdays. Copies may be obtained at a charge of 15 cents per copy sheet.
