First and foremost, the students obtain an understanding of how to read a newspaper and begin to understand how to read for current events.

I want to begin by thanking you and the Columbia Basin Herald for supplying my classroom with newspapers each week. They have become very useful in the classroom. Not only do my students use the newspapers to learn about what is happening in our community, they also use them for many spelling and reading activities. I often have my students use the newspapers to identify words that display the phonic’s skill that we are working on. My students also look for spelling and vocabulary words as they read. This helps my students see how their learning may be applied in the real world as well as build upon their reading skills.

We have been blessed with a Down Syndrome son, Tyler, who has special needs and care. What our family has been able to do because of the home care policies has helped us keep Tyler at home for a half day while I work part-time as an instructor. I am his parent provider. So far I have been very grateful to the state and to the funds that are available to me and my family.

Is email great or what! During the rate increase meetings held back in August 2011, three PUD commissioners met privately with an out-of-town consultant hired by the Grant County Industrial Alliance, a group promoting industrial development in the county. This meeting of a quorum of commissioners constitutes an illegal meeting under Washington state's Open Public Meeting Act. A public records request from the PUD shows emails dated Aug. 2 and 3, 2011 between the PUD manager and Gary Saleba, president of EES Consulting Inc., a firm providing services in the power and energy industry. In the Aug. 2 email, Saleba states, "We have meeting with some of your commissioners tomorrow to discuss rate levels and structures. We have some constructive ideas in both areas." The Aug. 3 email states, "Met with Bob, Tom and Terry." Saleba goes on to say, "At the end of the day, we'll do some fairly serious commentary on 8/23 and see what happens." Commissioner Allred did not attend these meetings or have any private discussions with this consulting firm or industrial people.

Reader questions perceived secrecy
Week after week, we see the quarter page or half page or even full page ads paid for by the Moses Lake irrigation district, patting themselves on the back or articles written by the Herald, giving them the platform to make excuses or accusations. My first question is: just want kind of an advertising budget do they have with tax payer dollars to continually buy such large ads? My next questions is: why are they so adamant, always pointing the finger elsewhere and not just willing to be more open and up front with their elections? What would these changes hurt? It would definitely dispel any appearance of impropriety! Then they would not continually have to hold "forums" and have "security available" to answer some of these questions that the general tax payer has every right to ask. And, they definitely would not have to feel "threatened" or that their integrity was being questioned. Any tax payer-supported entity should be open and above board to questioning.
EDITORIAL: Smoking ads
There are some blatantly good and bad guys in the story of cigarettes. The bad guys are the companies that misled the public for years about the dangers of smoking. The good guys are the anti-smoking advocates and the governments that slapped restrictions on smoking and that seek to put the horrifying truth in front of people who would otherwise light up.

Recently several people were sent to work at orchards at minimum wage. This is good so others can understand what these Mexican immigrants go through working jobs that American citizens don't want. I was told when this was done the people walked off the job and walked toward the road until they could get a ride back to the Tri-Cities. It takes a village. That was an unspoken subtheme at a public information meeting held Aug. 31 and chaired by MLPD Chief Dean Mitchell. The cooperative efforts between the Grant County Sheriff's Office and miscellaneous city police departments within the county were discussed. The proactive involvement of various youth groups to channel children toward more positive choices was highlighted and the need for us all to help make a difference in our communities was pointed out. Anyone who noticed the visible yet friendly police presence at our recent county fair saw that there were also police officers from other cities in Grant County. All part of a county wide gang task force that includes law enforcement from throughout Eastern Washington.

The Fishin' Magician: Wells Dam
I made a trip to Wells Dam the other day. I usually start fishing here later in the steelhead season, but I just had to give it a try. The steelhead counts are very good again this year and I hoped that some of them were resting below the dam. My wife Eileen did hook one while we drifted bobbers and jigs along the bar. I did get a couple of hits back trolling, too, but we didn't put a single steelhead in the boat.

I talked to Gordon Steinmetz the other day. You may remember that Steinmetz owned Big Wally's in Coulee City for many years, founded the Big Wally's Walleye Tournament, and was a noted walleye guide on Central Washington waters. He now spends as much of his time as possible on his houseboat at Two Rivers. He told me that the walleye fishing is very good right now, particularly in the Spokane Arm.

Conrad Leroy Stephens
Conrad went to his eternal home on the morning of November 5, 2011. He died peacefully at home after having a great week with his children. Conrad was born on March 5, 1921 at Elizabeth, Arkansas to Henry and Violet Stephens. He attended schools in Elizabeth, served in the CC camps in southern Arkansas for 2 years, where he continued his education. He left the CC camps to work with his Dad and brothers in sawmills in Elizabeth. He married his sweetheart of 3 months, Nora Mae McCormack of Melbourne, Arkansas, on January 25, 1941. He joined the Navy during World War II in 1945. He was medically discharged that same year due to a heart murmer which would follow him allthe rest of his life. Their first child was born in Arkansas. Work brought them to Washington, then to California where their second son was born, then back to Washington where their daughter was born. Conrad worked in the Okanogan Valley for a number of years in the fruit and lumber businesses. He operated service stations in Spokane and Othello and then worked as a heavy equipment operator until his retirement. He spent his life serving the Lord and was currently an active member of the Church of Christ in Ephrata, WA. In his earlier years he enjoyed working with youth groups, and has served as an Elder and Deacon in the Church of Christ in Spokane and Othello. His passion was his family and felt blessed with his children, grandchildren, and great-grandchildren to whom he cheerfully referred to himself as "Grandpa the Great".

Student debt
The prospect of carrying for decades a load of student debt hardly encourages advanced learning. On Oct. 26, President Barack Obama took a well-advised step in issuing the "Pay As You Earn" executive order. There are many reasons postsecondary enrollment has increased 22 percent nationwide the past five years. In its recent "Trends in College Pricing" report, the College Board illustrated one of them, noting: "In 2010, the $99,716 median family income for families headed by a four-year college graduate was more than twice the median income for families headed by a high school graduate."

I would hope that the nation with the largest English-speaking population would also print copies of the United States Constitution. Yeah. China has more English speakers than America. Dozens of other nations have used it as a basis for writing their own. And, though I've never seen one, I expect they do print them around the world as well. Is it by design that American schools do not teach it? I fear it is. After all, you won't complain about losing something if you're never taught it was yours. There are more humans who study and revere our constitution around the world than here in America. There are people who denigrate, dismiss and belittle those of us who do defend and respect our constitution. But the same document they are so disdainful of also protects their right to openly do so. They are one more sad example of our failed educational system. Like their other empty and baseless statements, you know, like all their plastic shopping bags have, "Made in China," stamped on them or that pocket constitutions are also made in China. I have six, all printed in America. Gotta love the irony. And there is nothing pretentious about my patriotism. This all brings to mind some other appropos comments. There is a book titled, "Arguing with Idiots," and a famous punch line about having a battle of wits with an unarmed opponent. But what fits best to reflect our area's most vocal liberal was said over 60 years ago. "Tell a big lie, tell it often enough, and eventually people will believe it." (Adolph Hitler)

Fishin' Magician: Banks Lake
I got a great report from a friend of mine, Dave Massey, on Banks Lake. He is a member of the Central Washington Bass Club, and I joined him on his boat during one of their club tournaments on Moses Lake. He two of his fishing buddies had a very good day of fishing on Banks. They caught and released close to 50 bass. They were a mix of smallmouth and largemouth and many were in the 2- to 3-pound class. They were fishing crank baits and jerk baits on the back side of Steamboat Rock, in Devil's Lake and in the Punch Bowl. Massey stressed that catch and release is the way to go as the fish are very concentrated in the low water and easier than normal to find and catch. He also cautions anglers that make the run from Coulee Playland, the only functioning launch on Banks, down to Northrup. There is plenty of water in the channel, but you may have trouble finding it the first time. A good GPS unit is very helpful in locating it and making the run back much easier. It's a great time to be on Banks for tremendous bass fishing and for scouting areas that will be good when the lake is back to full pool.

Larry Matheson
It is with profound sadness that we announce the sudden passing of Larry Duane Matheson. Larry suffered a heart attack on Friday, October 21st, 2011. Larry was born in Moses Lake, Washington, on June 11th, 1958, the middle son of Christopher and Guynell Matheson. Larry spent all of his childhood and most of his adulthood in and around the Moses Lake area, growing up on the family farm north of town. Larry was an extremely talented and multi-faceted individual; working in several disciplines over the years. He was quite accomplished in many areas. To name a few, Larry worked on the family farm/ranch, he was an exceptional mechanic, a talented heavy equipment operator, utilizing this skill in the gold fields of Alaska and in the mining/harvesting of multi-ton sections of basalt rock used for landscaping. Larry also gave of his time and talents to help others. He was quick with a smile and a helping hand for a friend or stranger alike. Larry was not greedy with his caring ways.

Fishin' Magician: The Grande Ronde
I made it. My wife and fished the Grande Ronde with Brian Nielson and what a great experience. I tried to compare the Grande Ronde with the Yakima, the Deschutes in Oregon and other rivers that I have fished in the past, but none of them fit. Floating this river is a unique experience. The scenery is very different, with layers of basalt towering over you, and eagles soar from the cliff faces. The fishing is very special, too. Nielson uses Hot Shots on 8-pound test line and keeps these lures touching bottom with the oars of his Hyde drift boat. The river is shallow. One of the deepest holes in the stretch we fished was just 12 feet deep. The fish like the plugs. Nielson would switch colors as we passed from shade to sun. The fish are gorgeous, bright and feisty. I missed one hard take before it was light enough to shoot video. I missed another fish later in the drift. I did land two fish, both about 7 or 8 pounds.
