Ronald William “RW” Hilmes
1938 – 2024
It is with heavy hearts that we announce the passing of Ronald (RW) William Hilmes on December 17, 2024. A beloved husband, father, grandfather, uncle, brother, and friend, RW was born on May 28, 1938, at the family home in Ransom, Kansas, as the eighth of 13 children to John Henry and Dorothy Mary (Pabst) Hilmes. RW graduated from Ransom High School and soon enlisted in the U.S. Army and was stationed in Germany.

William Carl Herup, much-loved husband, father, grandfather, great-grandfather, great-great-grandfather and friend passed away on December 25, 2024. He was 92. William (Bill) was born on September 19, 1932, in Ross, California, the only child of Vilhelm Christensen Herup and Laura Janette Leonardi.

1958 – 2024
Benita Martinez Elizalde, 92, a longtime resident of Warden, WA passed away at her home on December 28, 2024, surrounded by her loved ones. Benita was born in Corpus Christi, Texas to Anselmo and Francisca Obregon Martinez on May 8, 1932. The family moved to Washington in 1956. She married Jose Elizalde on July 7, 1958, in Grandview, Washington. After moving to Warden, she worked for Skone and Connors for many years.

Carter passes at 100: Local leaders respond to a President's passing
PLAINS, Georgia — Former 39th President Jimmy Carter died at 100 years of age Sunday. Carter, a Georgia peanut farmer, began his presidency in 1977 after he defeated 39th President Gerald R. Ford in the General Election. Carter served one term and left office in 1981 after losing to Ronald Reagan, but his service afterward is what earned him a reputation as a statesman.

MOSES LAKE — Owners of REC Silicon have announced the company will end production at its Moses Lake facility, beginning immediately, according to a press release issued Monday. The shutdown is expected to take about three months.

MOSES LAKE – Abel Valdez, 32, of Moses Lake was arrested Friday evening after he reportedly caused damage to a Grant County Sheriff’s Office patrol vehicle, according to a GCSO statement.
Shooting causes shelter in place for Moses Lake neighborhood
MOSES LAKE – Residents of the Harvest Manor Estates mobile home park in Moses Lake were asked to shelter in place Friday evening at about 9:45 p.m. after a shooting was reported. Nobody was hurt in the incident, though one mobile home was struck, according to a Grant County Sheriff’s Office statement.

MOSES LAKE — Winter is here – as of Dec. 21 it was official - and so is one of its faithful companions, flu season. The Grant County Health District announced the beginning of “respiratory virus” season Friday. It’s the respiratory virus season because there’s more than just flu out there, according to the GCHD press release. There are benchmarks that indicate when respiratory virus season actually arrives.

Audit finds MLIRD in compliance
MOSES LAKE — The Washington State Auditor's recent independent accountability audit of the Moses Lake Irrigation and Rehabilitation District revealed that the district's operations substantially complied with applicable state laws, regulations, and its own policies from Jan. 1, 2022, to Dec. 31, 2023. The audit concluded that the district maintained adequate controls for safeguarding public resources against fraud, loss or abuse. The examination focused on high-risk areas, including accounts payable, financial condition, and compliance with open public meeting requirements. The audit did not cover every aspect of district operations but provided an overview of the areas deemed most vulnerable to potential discrepancies.
Adams County Fire District 5 receives clean audit
OLYMPIA — The Office of the Washington State Auditor has released its audit findings for the Adams County Fire Protection District No. 5, covering the period from Jan. 1, 2021, to Dec. 31, 2023. Quincy hospital officials announce new QVMC opening date
QUINCY — The new Quincy Valley Medical Center is scheduled to start admitting patients for treatment May 21, 2025. Glenda Bishop, QVMC chief executive officer, made the announcement Monday during the regular hospital board meeting. “There may be some staggering for some of our outpatient services, but our go live date is May 21,” she said.

LIND — As the crow flies, the state of Rajasthan in Northwestern India is a long way from the state of Washington. But in some ways, they’re very similar. “A mountain range goes through the middle of the state (of Rajasthan),” said Dr. Surendra Singh, director of the Washington State University Lind Dryland Research Station. “The other side gets all the rain and we don't. And after 10 years, I ended up again on the drier side of the mountains.”
Mattawa council approves 2025 budget

Stray finds health and a home through community support
MOSES LAKE – Helio, also known as Henry, is a 12-year-old collie mix, who arrived at the Grant County Animal Outreach Oct. 17 after being abandoned in Moses Lake. He had a desperate need for dental care. The animal rescue assumed he would lose all of his teeth and asked for help collecting funds to pay for the around $1,000 surgery.

EPHRATA – Both the Tiger boys and girls wrestling teams fell in their duals against Grandview on Thursday night, with the Greyhounds defeating the Ephrata girls 39-29 before the boys falling 38-28 later in the night.

ELLENSBURG – The Central Washington University Wildcats men’s basketball team finished the first half of their season with a solid win over Lincoln University Thursday evening, defeating the Oaklanders 102-61 on their home court.
Bipartisan effort reducing BAC limit to .05% could face opposition from both sides
(The Center Square) – State lawmakers filed a bipartisan effort Monday to reduce the standard to charge someone with driving under the influence, but there could be opposition on both sides of the aisle. If approved, Senate Bill 5067 would make Washington the second state to lower its per se blood alcohol concentration, or BAC limit for driving, from .08% to .05%. Utah was the first, with its law taking effect in 2018, although others have similar provisions for people with prior convictions.

Bipartisan bill seeks $100 million for WA law enforcement hiring
(The Center Square) – The new Republican leader on the state Senate’s Law & Justice Committee has pre-filed a bipartisan bill to dramatically increase the number of law-enforcement officers in Washington communities.
Increase proposed in Grant PUD large load application fees
EPHRATA — Grant County Public Utility District commissioners will decide in early 2025 whether to raise the application fee for new large load customers. New clients will need to pay significantly more than they have historically under the new rules. The current application fee is $2,500 for customers asking for one-half to two megawatts, wrote Christine Pratt, PUD public information officer. Customers asking for two to 10 megawatts pay $6,500, the10 to 20 megawatts fee is $15,000. Customers asking for up to 40 megawatts pay $52,000.

MOSES LAKE — The Walmart store in Moses Lake was awash in uniforms Tuesday evening, as nearly every law enforcement officer in the area was gathered there for the annual Shop with a Cop event. “We get so many of our deputies that want to be part of this,” said Grant County Sheriff Joey Kriete. “Every year we get some guys that keep coming back to do it, but we get a pretty good cycle of new people every year that want to be part of it.” “The nice thing is, everyone that’s here is here on their own (time),” said Moses Lake Police Chief David Sands. “No one’s working tonight that’s here right now.”

Asian giant hornet officially eradicated in Washington
OLYMPIA — The Washington State Department of Agriculture has announced the successful eradication of the northern giant hornet, a five-year effort involving state officials, local landowners, beekeepers and citizen scientists. The group effort eliminated the invasive species from the state when it could have spread from the northwestern corner of the Evergreen State to the rest of the region. “It is a rare day when the humans actually get to win one against the insects,” the Pest Program Manager at WSDA Sven-Erik Spichiger said.
Audit: WA clears decades-long backlog of untested sexual assault kits

Grant PUD 2025 budget approved
EPHRATA — The Grant County Public Utility District is projected to spend about $312.2 million in 2025, when all income and expenses are added up. Utility district commissioners approved the 2025 budget Dec. 10. The PUD is projected to end 2025 with about $237.8 million in carryover.

Carpenters union collects toys for food bank
MOSES LAKE — Santa looked a lot like a construction worker Friday, when the carpenters union and Fisher Construction Group handed over toys to the Moses Lake Food Bank. “We’ve already collected over 200 toys and dropped them off with Toys for Tots in Spokane,” said George Moreno, vice president of Carpenters Union Local 59. “And … our box is almost full again.” The box is set up at the job site on Road O Northeast. Fisher Construction is the general contractor on a construction project, Moreno said. The project is on property owned by JR Simplot, according to county records.
Steelhead released in Banks Lake
OLYMPIA — The Washington Department of Fish and Wildlife has released almost 100,000 steelhead in Banks Lake, according to an announcement Thursday from WDFW. As part of modifications to Mitchell Act and SAFE hatchery programs, the Washington Department of Fish and Wildlife is discontinuing the Skamania Hatchery winter steelhead program on the Washougal River, according to the announcement.

MOSES LAKE — Moses Lake City Council members have decided to reopen the application process for city manager candidates. Council members interviewed two candidates Dec. 12 but decided against hiring either of them. The candidates, Blaine Oborn and Aaron Palmquist, met with community members as well as the council Dec. 11 and 12. Mayor Dustin Swartz said council members decided in the end to reopen the application process. “We will continue to look,” Swartz said.

Care Moses Lake unveils new van

City council approves 2025 Moses Lake budget
MOSES LAKE — The city of Moses Lake is projected to spend about $117.2 million in 2025, which will require using about $6.7 million from the city’s reserves. Moses Lake City Council members approved the 2025 budget at their regular meeting Tuesday. That’s a decrease from the preliminary budget, which was about $119.62 million. Council members held a workshop after the preliminary budget was presented in November and made some changes.

Fruit Loop was found in an unpopulated area of Eastern Washington, around five miles away from anything in all directions. People were out checking gas lines in the middle of nowhere east of Othello when they came across the sweet girl. She has a small wound on the top of one paw but outside of that she is doing okay, especially considering she was found in a remote area without food or water. Ephrata High students raise money for foster children

REC Silicon reports lower third-quarter earnings
MOSES LAKE — A delay in shipping polysilicon materials led to a delay in production, which led to a drop in earnings for REC Silicon in the third quarter of the year. The company announced a few days after releasing its third quarter earnings report that some of the obstacles delaying delivery were cleared. The company cut back some operations at its Moses Lake facility as a result of the decreased earnings, according to its quarterly earnings report.

MLPD asks for community aid in drive-by investigation
MOSES LAKE – The Moses Lake Police Department is investigating a drive-by shooting that occurred at 7:30 p.m. Saturday, Nov. 23 on Basin Street. There were no injuries. Witnesses saw two subjects get into a white or grey sedan with loud exhaust following the incident. MOSES LAKE — A request from Grant County Animal Outreach for additional funding from the city of Moses Lake led to a discussion of animal welfare and its cost at the regular Moses Lake City Council meeting Nov. 26. Sara Thompson Tweedy, president of GCAO’s board of directors, requested that the city increase its funding to $181,000 in 2025. Mayor Dustin Swartz said that might be difficult. “We have challenges of our own,” Swartz said.
CWU to host lecture on plantation imagery in Cuba
ELLENSBURG — The Central Washington University Department of Art + Design will host a lecture by art historian Dr. Asiel Sepúlveda on Thursday, according to an announcement from the university. Titled “The Plantation’s Smokescreens: Art and Vision in Nineteenth-Century Cuba,” the talk will explore how lithographic artists crafted new ways of seeing the Cuban landscape during the 19th century.
