PUBLIC NOTICE The East Columbia Basin Irrigation District will be making aquatic herbicide treatments beginning in May 2019 and continuing through the end of the 2019 irrigation season. These herbicide treatments will be made pursuant to a Department of Ecology NPDES General Permit for Aquatic Weed Control in Irrigation Systems (Permit No. WAG-991010). The District's service area is located in Moses Lake, Warden and Othello areas of Grant and Adams Counties. The District operates the East Low Canal and its laterals plus some laterals on the Potholes East Canal. 49 locations on various canals, laterals, wasteways and drains within the District's service areas will receive these treatments to control the growth of algae, moss and pondweeds. Frequency of treatments varies from as often as biweekly to as seldom as twice per irrigation season depending on location and circumstances. Permanent signs giving notice of aquatic herbicide treatments have been erected at public road crossing of treated waterways within one mile of the treatment sites. The herbicides being used for these treatments are copper sulfate, Captain Aquatic Herbicide (copper), Endothall and Magnicide H(acrolein) which are registered for such use under the Federal insecticide, Fungicide and Rodenticide Act (FIFRA). Water remains suitable for irrigation use during aquatic herbicide treatments. Treated water is not suitable for drinking or swimming. Spring finally arrived
The change of weather was dramatic. One day it was winter and the next it was spring, similar to the flip of a light switch. I’m not talking about the actual day when spring arrived, which was yesterday, but when the weather transformed to below freezing day and night to freezing only at night and then becoming above freezing both day and night.

Harold Carl Schaeffer of Othello passed away on Friday, March 8, 2019. He was born Jan. 16, 1925 to Henry and Elfreda Schaeffer in rural Barton County, Kansas and was the oldest of five children: Marvin, Alice, Henry Jr. and Darlene. The family farmed north of Schofield Cemetery for five years and later moved to Crook, Colorado in 1930 where Harold started school and finished his sophomore year at Crook County High School, then worked for his grandfather on his farm.

ROYAL CITY — The Royal City council met for it regular meeting on Tuesday evening, March 5. During the meeting, Apollo Inc, of Kennewick, was awarded the contract for the city’s UV construction project. They will be doing the construction and installation necessary to install the city’s new ultraviolet disinfection system at the wastewater plant. The old system is no longer being supported by the manufacturer.

Philip M. Stuckel, 58, of Othello passed away on Feb. 22, 2019 with his family by his side, after a long hard-fought battle with cancer. Philip was born on Dec. 17, 1960 to Earl and Margaret Stuckel in Prosser, Washington.

PORT OF MATTAWA CAPITAL COMMUNITY DEVELOPMENT PROJECT APPLICATION SUMMARY The Port of Mattawa Commission has allocated a specified fund deemed Capital Community Development Project (CCDP). A Capital Community project must meet the Port's mission as well as Washington State Auditor, RCW and WAC requirements. The Port of Mattawa's mission is "to support the economic growth and recreational opportunities of a diverse array of businesses, industries and services that enhance the District." RCW requirements references to this fund are RCW 53.08.60 and 53.08.255. In addition, CCDP funds are subject to Port of Mattawa Commission approval and any and all interest should be aware that funds accepted from the Port of Mattawa would subject themselves to State Audits of use of funds and the Port of Mattawa will require information on the use of funds be provided after funds are used to be included in the Port of Mattawa's audit reports. CCDP annually funding is determined through the annual budget process. Applications will be taken annually and will be advertised through the Port of Mattawa website, advertisement in media and in the Port of Mattawa office. Only completed applications will be accepted. Applications will be reviewed by the Commission in a regularly scheduled Port meeting and applicants will provide a presentation of their project to the Commission in a regularly scheduled Port meeting. Allocation of funds will be completed through a regularly scheduled Port meeting. Application Schedule for 2019 Fall: Applications will be made available on June 3, 2019. Applications are due to the Port Commission on June 28, 2019. The Commission will receive the requests as part of the Commission packet on July 8, 2019. Presentation will be on August 12, 2019 and any awards made will be on September 9, 2019. REQUIREMENTS OF PROGRAM GOALS: The goal of the Capital Community Development Project funds are directed at improving the economic conditions within the Port of Mattawa District through the following opportunities: 1. Economic Development- focus on attracting new businesses (priority to medium and high wage/family wage jobs), number of jobs to be created, amount of investment to create jobs. 2. Stewardship- project development, management and oversight that is a direct benefit to the betterment of Mattawa and the Port District. 3. Increasing the tax base beyond current trends/rates. 4. Improving the quality of place of creating an attractive community to enhance the marketability to new businesses. Quality of place may include improving education, health, and beautification regionally. Criteria: The Port Commission will use the following criteria in selecting the amount of funding to community projects or programs and is at the sole discretion of the Port Commission to fund any portion of to all of the request. 1. Applicants that have a proven track record of successful project or program implementation and having a proven history of positively impacting the Port District region. 2. The Port Commission, at their sole discretion hold a specific percentage of funds for the fall allocation and will be determined on an annual basis. Identification of such percentage will be made public prior to the spring allocation. 3. Required presentations to the Commission will be limited to 15 minutes each and 5 minutes for questions. Applicants must provide any and all presentation materials one week prior to the presentation date to the Port office. 4. The funds shall be used only for the applicant and cannot be re-granted, donated or reprocessed to other organizations, projects or programs that are not within the application.Any such violation will require repayment in full of funding to the Port of Mattawa. Reimbursement Requirements: 1. For programs and projects approved by the Port Commission, the Port will send a letter to the applicant confirming approval and contract terms. 2. Successful applicants will be required to submit all documentation and receipts for reimbursement to the maximum amount allocated by the Port Commission. 3. At the end of the project/program, the applicant is required to provide a letter to the Port detailing how the funds were used along with an overview of the project/program impact to the Port District. 4. The applicant agrees to promote the Port of Mattawa including the use of the Port's logo, and including sponsorship notation or stating the financial support by the Port for the project/program.
