MOSES LAKE — It will be a while before Moses Lake finds out whether or not the Eagle has landed, but Grant County International Airport is in discussions as a possible site for a Boston company looking at locations in Washington to manufacture a supersonic jet.

Turkey soup puts holiday scraps to yummy use
I have plenty of turkey leftovers and have been running through my share of ways to use it up. My first pieces of recycled bird were from before baking it, when I cut out the backbone of the turkey with a reciprocating saw. That piece of turkey, along with the wing tips, giblets, tailpiece and a few other trimmings went into a basic stock for use later. I placed these in a smaller stockpot, along with a chopped carrot and celery stock and water to cover and simmered it down to about half before straining out the solids and placing the liquid in the refrigerator for adding to stock being made from the picked-over bird carcass.

Lots of uses for leftover chicken
I have some leftover chicken in the house. I had baked two whole chickens, but didn't get very far through the second one, so I put it in the fridge for later use. Yes, I like to eat cold chicken, but that doesn't leave much to write about. My go-to is making up a chicken salad for making up some sandwiches later. If I want to make up a hearty dip for chips and crackers, I'll lightly process the cubed chicken in a food processor so the meat is in small fragments. This makes dipping so much easier.

Louise T. Tax, 95, of Othello, Wash., passed away Oct. 17, 2016 at home surrounded by her loving family. She was born in Flaxville, Mont. on May 25, 1921 to parents August Roos and Leonora Cohen, German immigrant farmers. Louise graduated from Flaxville High School with the class of 1938. She was raised with 12 siblings on the dry land farm in Flaxville. She was married to William Joseph Tax Nov. 28, 1939 in Flaxville. Together they raised nine children. In 1952 they moved to Othello where Bill worked with his brother Fritz in construction and as a mechanic for Mulligan’s Iron Works. William passed away March 3, 1991. Louise worked as a homemaker and taught first-graders Confraternity of Christian Doctrine classes for 17 years. She was a member of Sacred Heart Catholic Church since 1952 and was very involved in her church. Louise was well known for her talents in the kitchen and also enjoyed gardening and growing flowers. She is survived by her sons, Ted (Diane) Tax of Bothell, Wash., Larry (Joann) Tax of Poulsbo, Wash., Cliff (Lisa) Tax of Othello, Wash., James (April) Tax of Bothel, Wash., daughters, Donna Roper of Othello, Wash., Mary (Ron) Roduner of Quincy, Wash., Nancy Tax of Quincy, Wash., Connie (Tom) Adams of Federal Way, Wash. and Amy Tax, Palo Alto, Calif. She was preceded in death by her husband, parents, son Michael John and all 12 siblings. Memorial contributions are suggested to Sister of Charity of St. Vincent de Paul, Mt. REC Silicon lays off estimated 70 employees
MOSES LAKE — The indications were there in July when REC Silicon scaled back operations at the Moses Lake facility. On Wednesday, it took cost-cutting measures to the next level, laying off an estimated 70 employees. Qualified employees were offered an optional early retirement incentive, others were laid off. According to a company statement, the ongoing trade dispute between the United States and China, restricting REC Silicon’s access to polysilicon markets in China, primarily led to lower third quarter revenues. “We offered early retirement incentives to employees that qualified last week, before we did any layoffs,” Director of Investor Relations and Global Sourcing Chris Bowes said in a telephone interview from London. “If market conditions change and we do start (Silane IV plant) back up, we could do a call back.” The company had reduced its Fluidized Bed Reactor (FBR) technology at its facility in Moses Lake last July by 2,000 metric tons annually, and warned in late September it would be forced to shut down FBR production entirely if Chinese duties on U.S. polysilicon were not lifted. REC Silicon reduced its production capacity utilization to about 50 percent, stopping production at the Silane IV plant in October, according to its third quarter revenues report. The Silane III plant is continuing to operate. “The Moses Lake facility is a world-class facility and we can compete with anybody in the world because of the technology we use. Really, this is about access to all markets,” Bowes said. “We don’t have access to the Chinese market because of the trade war and that has essentially shut us out. So it is imperative to get that resolved.” The Chinese government imposed duties in 2013 in response to the American tariffs imposed the previous year on imported solar panels. The negotiations between the countries have been ongoing ever since. It is not known when the dispute might be resolved, according to company officials. With the ongoing trade war, access to the world’s biggest consumer of polysilicon for US-based producers, primarily Hemlock Semiconductor and REC Silicon, is effectively closed. The dispute, combined with a drop in the price for Chinese-produced polysilicon, hurts the company’s ability to sell its products to new markets. "We have been successful in maintaining sufficient liquidity during this period of market disruption. Because of our efforts to control costs, I expect REC Silicon to remain a low-cost leader in the polysilicon industry, even at reduced production rates." said Tore Torvund, CEO. Moving to demand forecasts in 2017, the situation becomes increasingly disconnected, with polysilicon supply markedly below end-market demand to the tune of an estimated 28,000 metric tons.

CITY OF MOSES LAKE PUBLIC HEARING NOTICE REVENUE SOURCES FOR CITY'S 2017 CURRENT EXPENSE BUDGET SETTING PROPERTY TAX LEVY The City Council shall meet on November 8, 2016 at 7 p.m. in the Council Chambers pursuant to RCW 84.55.120 and hold a public hearing on revenue sources for the City's 2017 current expense budget and on the estimated amount of property taxes to be received from assessed valuations on property within the City of Moses Lake. "Current expense budget" means that budget which is primarily funded by taxes and charges and reflects the provision of on-going services. "Current expense budget" does not mean the capital, enterprise, or special assessment budgets of the City. The hearing shall include consideration of possible increases in property tax revenues.
